Public Hearing - Student Fees Policy
Rationale:
Schools are required to hold a public hearing annually to review fees and/or materials supplied by students and to consider changes to the policy. Additionally, schools are required to provide a complete list of fees and materials that students are expected to provide during the following school year.
It has been and continues to be reasonable to ask students to provide certain items or fees on a voluntary basis. Students eligible to receive Free and/or Reduced Lunch benefits are also eligible to receive a waiver of any student fee or for the provision of certain items if required by the school. Section 4 of the Revised Statute 79-2,127 provides that a governing body may require and collect fees or other funds from or on behalf of students or require students to provide specialized equipment or specialized attire for any of the following purposes: Participation in extra-curricular activities. Admission fees and transportation charges for spectators attending extra-curricular activities. Postsecondary education costs. Transportation pursuant to 79-241, 79-605 and 79-611. Copies of student files or records pursuant to 79-2,104. Reimbursement to the school for property lost or damaged by the student. Before-and-after school or Pre-K services pursuant to 79-1104. Summer or night school. Parking. Breakfast and lunch programs. No fees, specialized equipment or attire may be required unless the maximum dollar amount of the fee, specifications of the specialized or non-specialized equipment or attire are specified in the student fee policy approved by the board. Reimbursement for property lost or damages may be required without specification in the student fee policy. For the 2019-20 school year, there were 163 waiver forms approved.

Public Hearing - Parent/Family Involvement Policies
Rationale:
A parental involvement policy hearing is to be held annually according to statute 79-533. This will review the district’s Parental Involvement Policy 1210 and Title 1 Parent Involvement Policy AR-1210.1 and General - Parental/Community Involvement in Schools. In addition, the new NASB policies will be shared.

Rationale:
Susan Scholtes provided a letter of resignation and announced her plan to retire effective immediately on June 1, 2020.

Affidavit of Closure (2019-20) for NDE
Rationale:
School systems that do not meet the Rule 10 instructional hours requirements should submit an affidavit to the Nebraska Department of Education (NDE) after the district/system school year calendar concludes. Schools will submit completed affidavits no later than June 30, 2020.

Option Enrollment Request
Rationale:
Kay Lynn Collins has requested the approval of her son Ryan's application to option enroll at Rock County Public Schools.

Graduation Requirements
Rationale:
As proposed and provided in Mr. Dike's report last month, we are asking for an update of the graduation requirements which would be effective for the class of 2024.
This would correspond with the readings in June and July of the new board policy 611.07. However, we wanted to provide the detailed information again here for transparency purposes.

First Reading of the NASB Board Policy Manual
Rationale:
The board previously approved to adopt the board policy reference manual as provided by the Nebraska Association of School Boards. With that process, a cross-reference of current ACS policies compared to new NASB policies was performed by NASB and reviewed by Supt. Hafer and the Board Policy Committee. The Board Policy Committee is recommending the NASB policy manual for a 1st reading (June 8th) and for a second reading for approval (July 13th).
The new NASB policies have been made available to the public via the district website for public view and to allow for comment. |
Closed-Executive Session - Superintendent Evaluation #2
Rationale:
The Board is required to evaluate the Superintendent at least twice during the first year of employment. The board will enter into closed session to discuss the 2nd evaluation of the Superintendent for the 2019-20 school year.
