Annual Public Hearing - Student Fees
Rationale:
Schools are required to hold a public hearing annually to review fees and/or materials supplied by students and to consider changes to the policy. Additionally, schools are required to provide a complete list of fees and materials that students are expected to provide during the following school year.
It has been and continues to be reasonable to ask students to provide certain items or fees on a voluntary basis. Students eligible to receive Free and/or Reduced Lunch benefits are also eligible to receive a waiver of any student fee or for the provision of certain items if required by the school. Section 4 of the Revised Statute 79-2,127 provides that a governing body may require and collect fees or other funds from or on behalf of students or require students to provide specialized equipment or specialized attire for any of the following purposes: Participation in extra-curricular activities. Admission fees and transportation charges for spectators attending extra-curricular activities. Postsecondary education costs. Transportation pursuant to 79-241, 79-605 and 79-611. Copies of student files or records pursuant to 79-2,104. Reimbursement to the school for property lost or damaged by the student. Before-and-after school or Pre-K services pursuant to 79-1104. Summer or night school. Parking. Breakfast and lunch programs. No fees, specialized equipment, or attire may be required unless the maximum dollar amount of the fee, and specifications of the specialized or non-specialized equipment or attire are specified in the student fee policy approved by the board. Reimbursement for property lost or damages may be required without specification in the student fee policy. For the 2022-23 school year, there were 134 waiver forms approved.

Annual Public Hearing - Parent & Family Involvement or Engagement Policies
Rationale:
A parental involvement policy hearing is to be held annually according to statute 79-533. This will review the district’s Parental Involvement Policy 1005.03 and Title 1 Family Member Engagement Policy 1005.12 and General Parental/Community Involvement in Schools.

Bullying Policy Review
Rationale:
This is an annual review of the Bullying Policy 0504.20. No changes to this policy are recommended at this time. The last update and revision were provided by the NASB Policy Update Service in the Fall of 2020 and approved by the Board on October 12, 2020.

Staff Conduct with Students Policy Review
Rationale:
Annually, the Board should review its policy related to staff relationships with students. This policy was recently updated in 2021 and remains in effect without any changes or recommendations. This policy will be shared with the staff at the beginning of the year to review the policy.

NRCSA Visit and Updates - Jack Moles, Executive Director
Rationale:
Jack Moles, Executive Director of the Nebraska Rural Community Schools Association, will be present to update the Board. Jack makes it a point to visit NRCSA districts that are members and provide an update and information to Board members about NRCSA and the services that come with the District's NRCSA Membership.

Rationale:
As part of our efforts to maintain effective communication with our parents, public, and patrons, we have used ESSER III funds to implement the Apptegy/Thrillshare platform for our Website and Messaging. We also have a new Facebook Page.

Board Policy Revision - Policy 502.10
Rationale:
We have worked under the consultation of NDE and KSB School Law to make a small revision to our "Assignment of New Students" policy 502.10. Primarily, the revision addresses proof of credit and what we will accept in terms of high school credits for new students.

1st Reading of NASB Board Policy Updates
Rationale:
As recommended by the NASB policy service, several policies are to be updated or adopted based on the action of the legislature.

Approve Student-Parent Handbooks for 2023-24
Rationale:
Annually, the Board approves the student-parent handbooks. The handbooks for this year have some typical revisions to be considered. There are only updates to the elementary handbook. Mr. Dike will be in attendance to explain and answer questions as needed regarding the updates in the 7-12 handbook.
Overall, the revisions are minor and do not represent a significant change. Mainly, clarification of language and typical annual updates.

Enrollment Option Request
Rationale:
Melissa Stewart, of Long Pine, wishes for her daughter Alaina to attend school at Rock County. Alaina has attended preschool at Rock County and they wish for her to continue her education there.

Football/Track Storage Building Invoices
Rationale:
The Transportation, Buildings, and Grounds committee members made the recommendation to move forward with the Booster Club to erect a new metal building at East City Park to replace the current FB and Track storage shed.
The committee recommends this invoice for the metal building along with future invoices (concrete, rough-in plumbing, and electrical to the building) be paid with depreciation funds.

Approval of Breakfast and Lunch Prices 2023-24
Rationale:
We just finished going through the RFP process to select LunchTime Solutions as our provider for meal services.
The attached document outlines the recommended prices for 2023-24 breakfast and lunch. Overall, it is a 15-cent increase. On average, most districts are having to raise lunch prices buy more than 20 cents.
