Rationale:  A special public hearing has been held as required by law concerning the proposed tax request. Nebraska Revised Statute 77-1632 and 77-1633 provides that the governing body of Bloomfield Community Schools must pass by a majority vote the resolution setting the 2025-2026 tax request.

Rationale:  A budget hearing has been held according to state statute. The board shall pass by majority vote the proposed 2025-26 budget for Bloomfield Community Schools.

Rationale:  NDE's federal desk audit review is now requiring every school district to add a "travel" section to their Internal Controls Policy. Under this new required section (attached), travel expenses paid by or reimbursed from federal grant awards must be "reasonable." This new requirement is, evidently, largely driven by the federal administration's focus on eliminating wasteful tax spending. As a result, all schools will need to update their Internal Controls policy to add this travel component. It is a federal requirement, therefore, requiring only one reading.
