G.3.a. ESU 13 2023-2024 Audit
Rationale:
Auditors from Dana Cole & Company are here this week to conduct the audit of ESU 13's financials for 2023-2024. We will have an update on the findings as they become available.

G.3.b. Administrator's Evaluation
Rationale:
The Administrator's contract states the Board shall evaluate the Administrator annually on or before the February Board meeting. I am submitting a copy of my goals and the evaluation instrument form. A survey was distributed to the program directors and the admin department on October 28th. President Sinner requests that the evaluation instrument be returned to him no later than December 2nd. A summary of the findings will be presented at the December meeting for my evaluation. Board policy states that renewal of the Administrator Contract takes place at the regular February meeting.

G.3.e. Panhandle Beginnings Funding
Rationale:
This year marks the end of the 5 year pilot project for Panhandle Beginnings Day Treatment. We have begun work gathering input from districts on determining the funding model for moving forward.

G.3.f. NDE Onsite Federal Grant Fiscal Review 2022-2023
Rationale:
An NDE Federal Grant Compliance Specialist was here on October 24th for a 2022-2023 Onsite Fiscal review of grant activities occurring during the 2022-2023 grant year.

G.3.h. HATC Updates
Rationale:
We have begun updating our space over at the Harms Center. We have begun painting and will be replacing the carpet. We also plan to purchase new podiums, tables and counter tops for the space. We are doing this during the WNCC construction while our staff and students are housed in another portion of the building.

H.1. Proposed Amendment to Article 5, Section 3 - Communicable and Infectious Diseases - First Reading
Rationale:
The Policy/Legislative Committee has reviewed Article 5, Section 3 and has recommended the amendments for approval. This is the first reading.

H.2. Head Start Baseline Grant Application for 2025-2026
Rationale:
The 2025-2026 Head Start baseline grant application will be submitted on or before December 31, 2024 to the Administration for Children and Families for the Head Start and Early Head Start programs. The program plans to serve a total of 274 children (202 Head Start preschool and 72 Early Head Start). There are 151 Head Start preschool children that will be served in public school partnerships, including Morrill Early Learning Center, Mitchell Tiger Cub Preschool, Scottsbluff Bear Cub Preschool, Gering Public Preschool, Minatare Pre-Start, Bayard Tiger Cub Preschool, Leyton Little Warriors, and Bridgeport Public Preschool. The program’s newly established five-year goals, the program's annual self-assessment surveys including parent, staff, and partnership surveys, along with community assessment data, have been guiding factors in writing the baseline grant application without any proposed service changes at this time.

H.3. Head Start Policies and Procedures
Rationale:
As per the Performance Standards, updated/revised Policy and Procedures need Board approval. There were no changes to the ESU 13 Head Start Philosophy. Article III - Members, and Article VI - Committees of the Head Start By-Laws were revised. The Head Start Policy Council approved the Head Start Philosophy and By-laws at their meeting on October 29, 2024.
