Discuss/Approve to amend Saline County Zoning Regulations Section 619(E)(1)(e)(4). SOUND: No turbine shall exceed fifty (50) decibels using the "A" scale (dBA) for a continuous 10 minutes LEq (Level Equivalent) over a 24 hour period as measured at the closest exterior wall of the nearest dwelling structure routinely occupied by humans. Turbines may, however, exceed that sound limit during short-term events such as severe wind and utility outages. Each application shall include a professional third-party preconstruction acoustical modeling analysis that considers all dwelling structures within at least one (1) mile of a turbine support base and demonstrates compliance with the sound standards in this section. Such studies shall include sound modeling for typical and worst-case scenarios for sound propagation
