Rationale:  The lighting and water scopes for all of the schools are complete and placed into warranty.

All of the vendmisers for the vending machines have been installed at all of the schools.

The window installation at Pine View is complete and the windows at Homestead will be complete by the end of this week.

The Building Automation System Workstation was installed in the Maintenance Department and is communicating to the schools that the controls are complete.  Graphics for the schools are being added as we commission the rest of the schools.

The controls are complete at Glenn Martin and South.  We will start commissioning Homestead next week.

The remaining work consists of controls at the rest of the schools and the HVAC upgrade at CCHS.

Rationale:  During 2010-2011 budget preparation, the BOE recommended a 6% increase for certified employees on the local pay step increases.  The discussion started out as a 3% increase for teacher step raises since support staff received a 3% step increase.  A 3% step raise for teachers was estimated to be a total of $12,628.94 which amounted to about $24 a teacher for the total year’s increase.  Mr. Blalock made a recommendation that we increase that to a 6% increase on the local pay step which amounted to $25,257.88 to be divided between all the certified employees.  We budgeted $26,000 to cover the 6% local step increase.  Since this has to do with salary benefits it must be negotiated with CCEA.  They countered our 6% on each step with the pay scale that is presented in the BOE packet.  It was their thought that more emphasis should be placed on longevity and additional degrees than on beginning teachers.  You will notice it is their recommendation that beginning teacher have a $37 dollars a year increase and that a certified employ with a doctoral degree and 25 years or more receive $63 dollars more a year.  I told them I would present their recommendation to the board.

Since Cumberland County does not contribute more than the minimum provided by the BEP formula,  all pay for certified employees above the $38,000 generated by the formula must be funded through Component 3 of the BEP allotment.

Review of 2010-2011 School Calendar

Rationale:  Today makes 17 days that we have missed because of dangerous road conditions.  Using the 3 schedule staff development days as regular school days, we now have 4 days that must be completed.  I am concerned that we may miss more days as we have the months of February and March remaining.  Students are required to attend school for 6.5 hours to equal one day.

The Attendance guidelines (B-105) give us the procedure for make-up days.  There are several options available to us.  
  • Presidents' Day is February 21 which could be used to make up one day.
  • Reduce time scheduled for spring break.
  • Extend the school year (the school year may legally be extended to June 30).
  • Schedule classes on Saturdays.
  • Additional time at the end of each day to accumulate missed time.  Thirty minutes has been approved by the state.  If 30 minutes are added to the school day it will take 13 days to equal 1 school day.  We could petition the state to go 43 minutes extra per day which would take 9 days of extended time to equal 1 school day.
(Note:  It is recommended in the Attendance Guidelines that the last 2 options only   be considered as a last resort for making up days missed.)

Other surrounding systems to our west and north are in similar situations:  Montery has missed 14 and must make up one at this time.  Putnam has missed 12 days.  Fentress has missed 17 days and must make up 4 of them.  Overton has missed 15 days and must make up 2.  White County has missed 12 and must make up any additional days missed. Morgan has missed 14 and must make up 2.
