VII.F.2. Approval of the attached Memorandum of Understanding (MOU) and the Putnam County School System (PCSS) to perform the Climate Survey. This survey is a tool the department provides to help districts and schools create and sustain safe supportive learning environments and increasing academic success for all students.

VII.F.3. Approval of the attached Memorandum of Understanding (MOU) between Communities in Schools (CIS) and Putnam County School System (PCSS) for a position to be placed at Upperman Middle School for the 2026-2027 school year. Funding will not be paid out until the next fiscal school year (2027-2028) in the amount of $20,000.00.

Approval of the renewal of the agreement between the Putnam County Board of Education and Anna Smith, Cookeville, Tennessee 38501, for the 2026-2027 school year for applied behavior analysis services to students, complete functional behavioral assessment and assist the school team in implementation of plan to be paid from 141-72220-399.

VII.F.8. Approval of the renewal of agreement between Putnam County Board of Education and Dialogue Speech Therapy, Cookeville, Tennessee, 38501 for the 2026-2027 school year for student speech testing, evaluations, provide speech-language services to be paid from 141-71200-312.

VII.F.10. Approval to grant Mr. Allen Richardson a third supplement for the 2026-2027 school year. He is an assistant coach for wrestling, girls track and head coach for Prescott South Middle School wrestling.

VII.F.11. Approval to grant Ms. Jessica Simmons a third supplement for the 2026-2027 school year. She coaches basketball cheer, football cheer and competition cheer.

VII.F.12. Approval to grant Mr. Scott Cook a third supplement for the 2026-2027 school year. He coaches wrestling, boys track and girls track.

VII.F.13. Approval for Upperman High School Boys/Girls Tennis Team to become a recognized team sport. The main objective of this team will be to prepare students for further levels of competition while learning teamwork. The UHS Boys/Girls Tennis Team became a club sport in July of 2023 and has continued to be a part of Upperman High School since its inception, increasing in size and competition each year.

VII.F.14. Approval of change order #1 for deductions to the Larseneer, LLC, contract related to the Cookeville High School Softball Hitting Facility project in the amount of $4,626.50 for unused allowances.

VII.F.15. Approval for the School Nutrition Program to continue participation in the USDA's Child and Adult Care Food Program (CACFP), At-Risk Afterschool Meals for school year 2026-27.

VII.F.16. Approval of the loaner agreement between the Putnam County School Nutrition and Annie's Frozen Yogurt, Edina, Minnesota, for use of a frozen yogurt machine to be used at Cookeville High School. Any fees related to this agreement will be paid from fund 143 - Central Cafeteria.

VII.F.17. Approval to enter into an agreement with Harris Masonry, Monterey, TN, to remove the abandoned trailers and bus hog the property at 889 Old Walton Road, Monterey, TN, for the amount of $12,500.00 to be paid from 141-72620-399.

Approval of the MOU between WIOA Upper Cumberland Local Workforce Development Board/Workforce Connections Upper Cumberland and Putnam County BOE with local provision acknowledging the maximum liability of $23,000.00 for infrastructure costs and $7,000.00 maximum liability of additional costs at the American Job Center in Cookeville and Crossville to be paid from Adult Education funds effective July 1, 2026, to June 30, 2027.

VII.F.22. Approval of the attached research request for Gabriana Whited, a doctoral candidate of Tennessee Tech University. The purpose of the study is to broaden the current research on third-grade retention law in the State of Tennessee. The research seeks to determine the perspectives of Upper Cumberland teachers in Tennessee on the third-grade retention policy.
