Recommended Motion(s): Consider and take all necessary action to approve the additional property tax authority increase of 7% as calculated and certified by the Nebraska Department of Education passed with a motion by Board Member #1 and a second by Board Member #2.

8.e. Adult Hot Lunch Prices

Rationale: We received notification from NDE regarding our adult hot lunch and breakfast pricing and what we need to charge since we receive commodities.

Recommended Motion(s): Approve the adult breakfast price of $2.75 and the adult lunch price of $4.60 for the 2023-2024 school year passed with a motion by Board Member #1 and a second by Board Member #2.

8.f. Electric Bus and Bus Barn

Rationale: The board must annually review its attendance policy at a board meeting. The statute requires that this review be "in collaboration with the county attorney." We interpret the statute to allow an administrator to communicate with the county attorney either before or after the board's annual review of the policy.

8.j. Goal 1 Strategy 1b. Mission Statement

Rationale: Our five-year school improvement cycle will be up at the end of next year 25-26. Typically, at the start of a new cycle (26-27) is when mission statements are revisited. Our current mission statement can be found throughout the school, on the back of our Mission Monday shirts and the vision on the front. These shirts were just purchased last year. Mission statements are posted in the commons and gym. I'm proposing we wait to visit the mission at the start of the 26-27 cycle/school year.

Hi Steve,

After chatting with the KSB crew, my initial instinct was correct. I don't think your board's idea to have the teachers set goals and report the goals to the board is lawful.

First, it is the duty of the administrator, not the board, to evaluate teacher performance. The goal-setting document would be part of the teacher’s personnel file. Under Neb. Rev. Stat. 79-8,109, the board would not lawfully be entitled to see the goal-setting documents because the only way board members would be able to access this information is if they did so "while engaged in their professional duties." They would be exceeding their duties and authority if they were evaluating a teacher’s performance or goal progress outside of a personnel hearing.

Second, it also leads to concerns about board bias.
