Rationale:  The Bellevue Board of Education abides by the Nebraska Open Meetings Law.  A copy of the law is posted on the wall of our Board room.

Rationale:  Administrative Recommendation: The information in sections B and D were sent to all members of the Board of Education for review.  The administration recommends approval by consent of the items in section B of the agenda identified with an asterisk and receipt of the information and proposals in section D identified with an asterisk.

Rationale:  Administrative Recommendation:  Approve the Minutes of the August 8, 2016 Board of Education meeting.

Rationale:  Administrative Recommendation:  Acknowledge receipt of the Treasurer's Report for August 2016.

Rationale:  Administrative Recommendation:  Approve the payment of claims totaling $3,258,294.57.

Rationale: 

Due to a change in positions for Armonde Liotta, current Board Secretary, the Board will need to elect a new Board Secretary.

Superintendent’s Recommendation:  The superintendent recommends that the Board elect Tricia Richards as Board Secretary.

Rationale: 

Due to a change in positions for Armonde Liotta, the board must authorize the use of her signature on all warrants that are approved as part of Board action for September.  Starting in October, the warrants will be signed by the new Board Secretary.

Administrative Recommendation:  The administration recommends that the Board approve all warrants issued in the month of  September of this year which bear the facsimile signature of the Secretary of the Board of Education authorized during the immediate preceding term of office by this Board are hereby ratified, confirmed, and validated.

 

Rationale: 

The 2016-17 proposed budget was developed within the parameters set by the Board of Education, and in compliance with state and federal laws and limits.  The proposed budget recommends $1.08607 in the tax levy.  Currently, the Bellevue School District's levy is $1.08837.

Rationale: 

Notice of the hearing was published in accordance with Nebraska statutes. The proposed property tax request and rate to be used for the 2016-2017 school year were included in the hearing notice. A copy of the notice is attached.

The proposed budget reflects the sixth year of implementation of the Learning Community Coordinating Council. The Learning Community levy that applies to local school districts is 95 cents. Based on the 2016-17 budget approved in August, the Bellevue School District is recommending 13.607 cents for the Bellevue School District general fund levy and no taxes levied for the building and site fund. This would bring the total school district levy for people living in the Bellevue Public School District to $1.08607.

Individuals interested in making comments on the property tax request and rate will be asked to come to the podium, state their name and address, followed by their input limited to five minutes.

Rationale: 

Adopt the following resolution to set the property tax request and rate for FY 2016-2017:

WHEREAS, the Bellevue Public Schools held a budget hearing on August 8, 2016, and

WHEREAS, a tax request and rate hearing was held on September 12, 2016, and

WHEREAS, all of the above were done for the FY 2016-2017 budget and are consistent with all state statutes:

NOW, THEREFORE, be it resolved by the Bellevue Board of Education of School District #1 in Sarpy County: (1) that the Bellevue Board of Education sets the 2016-2017 general fund property tax request of $0.13607 and asks the County Board to set the tax rate of 13.607 cents accordingly consistent with state statutes.

Rationale: 

Bellevue East has been approached by South Sarpy District 46 regarding a proposed Swimming Cooperative.  Attached is the proposal for review.

Administrative Recommendation:  The administration recommends that the Board approve the Swimming Cooperative with South Sarpy District 46 as presented which will be sent on to the NSAA for final approval.

 

 

Rationale: 

 

Rationale:  Bellevue Public Schools has 2 Semifinalists in the 2017 National Merit Scholarship Program.  Morgan Gallagher and Kelly Speltz, both from Bellevue East, will be competing for a National Merit Scholarship next spring.

Rationale:  In June 2016, Jenny Sa represented Bellevue East High School and the State of Nebraska at the Congress of Future Science and Technology Leaders in Boston, Massachusetts. Jenny received an award of excellence for representing Bellevue East, Bellevue as a city, and Nebraska as a state. This award is for her outstanding academic achievement, leadership potential, and dedication to serving humanity through science, technology, engineering or math.

Rationale: 

Bellevue Public Schools German teacher, Amanda Messerschmitt, was selected as an NDE STEM Fellow and participated in the NDE STEM Fellows Summer Experience. Only 27 educators were selected to be part of the inaugural group of STEM Fellows.

A report will be provided to the Board on the District’s partnership with Project Harmony. Connections is a program that helps children and families access quality counseling services, while working with school and healthcare professionals to identify children in K-8. Currently we have a pilot in the following BPS buildings: Avery, Twin Ridge, and Mission.

Rationale: 

The administration annually updates the Board regarding student achievement as measured by various assessments.  ACT results were released to the public on August 24, 2016. Tonight’s update will include the ACT performance results for participating students in the graduating class of 2016.

Rationale:  Public Comment pertaining to items not otherwise on the Agenda must be submitted to the Secretary of the Board five days prior to the Board meeting.  There were no items submitted for Public Comment for this meeting.
