Re-elected Board Members Phil Davidson, Maureen McNamara and Nina Wolford will be administered the Oath of Office.

Attached is the Oath of Office for Board members.
 

Administrative Recommendation: that (1) Stephanie Dicken, (2) Katelyn Huckle and (3) Jessica Walchli be released from their contracts effective December 21, 2022 and that (4) Sheri Brown, (5) Gwen Goduto, (6) Vicky Grafelman, (7) Katie Herbert, (8) Denise Mutzenberger, (9) Mary K. Obermier, (10) Alexandria Van de Veer, and (11) Stephen Johnston be released from their contracts effective May 24, 2023.
 

Administrative Recommendation: that (1) Morganne Barrientos and (2) Cameron Morse be elected to the certified staff for the 2022-23 school year effective January 4, 2023 subject to their release from any contractual agreements with other school districts.
 

Request for nomination of Temporary Chairman is taken.

Recommended action: Nominate (Jeff Rippe) as Temporary Chairman of the Board.

Each year the board must authorize representatives to file the applications and reports for Impact Aid, Title XVIII of PL106-398, and any other Federal applications, reports, resolutions, contracts, real estate transactions, and agreements necessary to the operation of the school district as required on behalf of the Bellevue Public School District.

Administrative Recommendation: The administration recommends that the President and Vice President be the authorized representatives of the Board.
 

Authorize the Superintendent of Schools or his designee to act as the Board of Education's official representative in all matters relating to local, state, and federal programs including applications, plans, reports, and verified information for Elementary and Secondary Education Act, vocational education, special education, adult education, grants, Educational Service Unit, and any other federal or state programs as required, and any contracts, real estate transactions, or agreements necessary to the operation of the school district and as authorized through Board policy.

Administrative Recommendation: The administration recommends that the Board authorize the Superintendent or his designee as the official representative of the Board of Education.
 

In the event that the Board officers change, the Board must authorize the use of the previous officers' signatures for the month of January.

The recommendation is that all warrants of the District issued in the month of January of this year which bear the facsimile signatures of the officers authorized during the immediate proceeding term of office by this Board to sign and validate warrants of the District are hereby ratified, confirmed and validated.
 

The recommendation is to nominate up to three members of the Board of Education to serve on Bellevue Public Schools' Foundation Board of Directors.

The current members of the Foundation Board of Directors are Scott Eby, Maureen McNamara and Nina Wolford.
 

The law requires that the President of the Board of Education appoint three Board members to examine, inspect, and approve all textbooks used in the teaching of American History and Civil Government.

The current members of the Committee on American Civics are Sarah Centineo, Maureen McNamara, and Nina Wolford.
 

The Bellevue Board of Education serves in a quasi-judicial role at various times including when a student discipline action by the administration is appealed. The President of the Board of Education shall appoint three members of the Board to the Student Discipline Committee to hear any student discipline appeals.

The current members of the Student Discipline Committee are Scott Eby, Phil Davidson, and Kristy Kiviniemi.
 

MABE is comprised of a school board representative from each of the metro area school districts. The group typically meets monthly to share information and best practices.

Maureen McNamara is the current Board representative.

The President of the Board of Education will appoint a member of the Bellevue Board as a representative on the MABE Board.
 

Nebraska statutes require the Board of Education to annually review the Parental Involvement in Educational Practices Policy. The existing policy was adopted by the Board of Education in 1995 and is reviewed annually by the Board of Education. Notice of the hearing was published in accordance with Nebraska statutes.

A copy of the existing policy and regulation, Parental Involvement in Educational Practices, is attached.

Public input will be received at this time.
 

Recognize the Bellevue Education Association as the exclusive and sole collective bargaining representatives for all teachers, nurses, psychologists, occupational therapists, and physical therapists employed by the District for the 2024-2025 school year.

Administrative Recommendation: The administration recommends approving the BEA as the exclusive collective bargaining representative for non-supervisory certificated staff.
 

The Board will discuss the surplus property description of Lot 140 The Town (13.41ac) that the Bellevue Public School district owns.
 

Bellevue West competed at Omaha Westside's novice tournament December 2nd. Individual results: Nitcha Khammahavong, 3rd, Informative and Olivia Stone, 4th, Humorous Interpretation.

The varsity team competed at Papio South on December 3rd & placed 2nd as a team to Millard North. Individual results: Nevaeh Seward, 5th Impromptu & 4th Poetry; Kilee Wilkinson, 2nd POI; Tristan Tyson & Kilee Wilkinson, Duo Champions; Lexie Dinverno, Dramatic Interpretation Champion; Eme Starbuck, Oratory Champion; Bri Narick, Poetry Champion; and Sarah Breaux, Informative Champion.

Papio South was a National Individual Events Tournament of Champions bid tournament. The following students earned their first bid to nationals. Students must earn two bids to qualify for the national competition: Eme Starbuck, Original Oratory; Sarah Breaux, Informative; and Lexie Dinverno, Dramatic Interpretation.

Bellevue West competed at the Lincoln High Capital City Classic on December 9th. The team placed 5th. Individual results: Tamyia Bender, POI Champion; Andrew Hedin & Lexie Dinverno, Duo Champions; Carter Hamblin, Impromptu Champion, 4th place oratory honors finalist; Aarj Patel, 2nd Impromptu; Lexie Dinverno, 3rd DI; Nathan Deters, 6th Novice HI; Olivia Stone, 1st Novice HI Honors Finalist; and Tristan Tyson, Elise Curtis, Lexie Dinverno, Aspen Glotfelty, 3rd Oral Interpretation of Drama.

Bellevue West had another great competition at the Lincoln Southeast Holiday Joust on December 16th. The team placed 3rd overall. Head coach, Becca Hier, was awarded the Excalibur Award for Community, Commitment, and Competition. The Excalibur Award is presented annually to an "outstanding individual for contributions to the forensics community." The award is in memory of legendary Raymond Central forensics coach, Dan Johnson, who died in 2008.

Eli and Carter earned their first bids to qualify for NIETOC Nationals in humorous interpretation and extemporaneous. Sarah Breaux earned her second bid in informative, qualifying her for the NIETOC National Tournament. Current NIETOC Qualifiers: Andrew and Lexie, DUO; Tristan and Kilee, DUO; Tamyia, POI and Oratory; Lexie, DI ; Carter - Oratory; and Sarah - Informative.
 

The Air Force Junior ROTC instructors and cadets of Bellevue West High School in Bellevue, NE earned an overall unit assessment score of "Exceeds Standards"...the highest rating attainable...during their evaluation on November 29, 2022. Col (Ret) Stephen S. Vanderhoof and SMSgt (Ret) Guy A. Hale created a dynamic and supportive learning environment coupled with an excellent community outreach. The instructors provided outstanding leadership in administering the cadet centered citizenship program. The Bellevue West High School cadets performed exceptionally well and took great pride in leading and accomplishing their unit goals. The Bellevue West High School Air Force Junior ROTC citizenship program is making a positive impact on the cadets, the school and the community. Their "Exceeds Standards" result is the second straight for the Headquarters AFJROTC inspection. In addition, their last inspection (2018) resulted in the Distinguished Unit with Merit award, the first in 41 years (according to HQ AFJROTC).
 

Congratulations to the Bellevue West Unified Bowling team on their A-2 District Championship and Bellevue East Unified Bowling on their A-2 District Runner-up finish.

Bellevue West Unified Bowling finished 7th in the preliminary seeding round at State and faced Fremont in the quarterfinals. They defeated Fremont in a 5 match thriller and advanced to the semifinals taking on Columbus. Bellevue West was defeated in the semifinal round by Columbus. Congratulations to both high school teams on an outstanding season!
 

The district administration will provide the Board information on the partnership the district will have with the Smart Gen Society.
 

The board will discuss any legislative updates.
