Rationale: 

It is 6:30PM and I now call to order the Grand Island Public Schools Board of Education Meeting.  This is the January 16, 2017 meeting.  Notice of this meeting has been advertised in the Grand Island Independent, which is the District's designated method of giving notice of these meetings.

We want those in attendance to know that copies of the Open Meetings Act are available at the entrance to the Board Room.  If anyone in attendance is interested in addressing our Board, you are welcome to do so.  We simply request that you complete the appropriate form and turn it in to us now so that you may be recognized during the Public Forum part of our meeting.  These forms are also located by the entry doors of this room.

Rationale:  The first item on the agenda tonight is the Consent Agenda.  The Consent Agenda to be approved is as follows:

Rationale:  Recognition of Mrs. Coen's service to Grand Island Public Schools 

Rationale:  A motion is necessary to adjourn the 2016 Board of Education and appoint Robin Dexter, Secretary of the Board, as acting Chairman, to call the 2017 Board of Education to order and preside during the election of the 2017 President of the Board of Education.

Rationale:  Dr. Dexter will administer the Oath of Office  to the newly elected and appointed board members, who consist of Lisa Albers, Terry Brown, Roger Harms, and Heidi Schutz

Rationale: 

In past years, the Board established Board Operating Principles and updated those principles in 2010 into Policy #2111.   Each Board member, at the time the new Board is convened, will sign the acknowledgment of the Board Operating Principles.  The signed document will be placed on file with the January 16, 2017 Board minutes.  

Rationale:  Dr. Dexter will convene and call to order the 2017 Grand Island Public Schools Board of Education.

Rationale: 

1. Board President and Board Vice-President Positions
   1. The positions of Board President and Board Vice-President shall be elected annually at the January Board of Education meeting.
   2. Within two days following the November board meeting, the current Board President and Board Vice-President will notify the Board Secretary and the Board of Education of their interest and willingness to be considered for re-election of their positions.
   3. Board members interested in being considered for Board President or Board Vice-President shall make their intentions known to the Board Secretary and the Board of Education on or before December 1^st.
   4. All board members expressing an interest in the positions will be subject to nomination for office at the January meeting.
   5. The Board Secretary will facilitate the election process for Board President at the January meeting.

The Secretary of the Board will entertain a motion for nominations for President of the Board of Education, conduct a written ballot, and announce the results.  The newly elected President will then chair the remainder of the meeting.

Rationale:  The President of the Board of Education will entertain a motion for nominations for Vice President of the Board of Education, conduct a ballot, and announce the results of the election.

Rationale:  The President will confirm Board members of the Standing Committees and Special Committees for 2017 as considered at the Board Retreat on January 7, 2017.

Rationale:  Dr. Palmer will introduce Julie Schnitzler to present information regarding the Howard Elementary Continuous School Calendar.

Rationale: 

Grand Island Public Schools Memorial Stadium is a local, regional, and state treasure for both athletic and non-athletic events, programs, and special events, including but not limited to; Harvest of Harmony marching band competitions, home football games for both Grand Island Senior High and Central Catholic High School, field and track competitions, physical education classes, (in the past graduation ceremonies), etc. Over the last several years the District has invested well over a million dollars into items such as artificial turf, lighting, sound/PA system, track, drainage, parking lot, public restrooms, and a paved street. However, much more needs to be done to address the now seventy year old facility to modernize, expand, and upgrade Memorial Stadium to modern standards and amenities. Memorial Stadium was originally paid for by all private donations to honor World War II veterans and all those who sacrificed. The tradition continues as a major donor has come forward to forge a public private partnership to insure the future of Memorial Stadium looks as bright as its past. Various members of the administrative team of both Grand Island Public Schools and the Grand Island Public Schools Foundation will speak to this exciting opportunity.

Rationale:  Dr. Dexter will present the Early Learning Center 2017-2018 Calendar.

Rationale:  Dr. Dexter will present the draft proposal of the 2017-2018 Traditional Calendar and address items reviewed and changes for the upcoming year.

Rationale:  A monthly report to the Board and community on the major items discussed and under consideration in the Facility and Finance Committee.  From this committee, there is also a possibility of a presentation and recommendation for action on any item which might have recently arisen requiring a short turn around time frame.
