7. Discussion Items

7.1. Discuss, consider, and take all action necessary regarding the proposed parking lot improvement and renovation project.

Discussion: Brad,

We basically have three options to consider for the parking lot improvement project which is scheduled to begin work on tomorrow.

Option 1 (Continue with the Project as Designed)

This would allow for the new parking lot additions including the drop off lane, the bus loading lane, and the revised median and parking lot improvements to the center green space of the parking lot.
The existing paved driveways south of the school would remain and not be touched.
With concrete, these joints will be smooth and there will be no issues with the integrity of both the new and existing pavement.

Option 2. (Add the North Drive to the Designed Project Scope)

Currently, the project includes approximately 47,563 sq ft of pavement being removed and replaced with the additions of the drop off lane, the bus loading lane, the revised median and the parking lot improvements to the center green space.
The addition of the north drive lane to the scope of work will add approximately 22,797 sq ft of additional 6" pavement to the project.
The additional concrete will have a change order of $37,615 of demolition and $159,579 of concrete paving. (Total additional cost will be $197,194). The Contractor’s unit costs of $1.65/sf for Demolition and $7.00/sf for 6" Concrete Paving were used for these estimates.
The Contractor has verbally said today that they can get this accomplished in the timeframe that we set for completion of the project.

Option 3. (Stop the Project Altogether)

The Contractor has started nothing at this time, but they do have equipment on site. Therefore, there would be a cost associated with that. The bid item Mobilization is for $5,000 from the Contractor.
There would be some additional costs as the Contractor has probably put money down for material as well. We will need to determine what the total cost would be up to this point.

The decision to only complete the additions to the project was based on cost of the project and the tight window when the project must be completed. I am confident that the work as prescribed on the plans can be accomplished and the site ready for use prior to the start of school. The addition of the north driveway should still be able to be completed in that time frame as well.

If the project is stopped, then the cost of the project will go up next year should the work be done then. The unit costs of material and labor are always increasing.

I strongly suggest that the project be completed as designed and that the school come back in the summer of 2023 and complete the remodel of the north and south driveways south of the school building them. A project this size would most likely need to be phased in due to the tight construction window and the fact that concrete pavement usually takes a couple of weeks of curing prior to allowing traffic on it.

I am including a revised demolition map that shows the extent of the additional paving necessary for the north drive at this time.
