August 14, 2023 at 5:30 PM - Regular Monthly Meeting of the Kearney Public Schools Board of Education

Rationale:  This is an open, public meeting of the Kearney Public Schools Board of Education, and a copy of the Open Meetings Act is posted in this room.  

Rationale:  We will ask the Board to recognize Carol Kreutzer, FCS teacher at Kearney High School for being named Family and Consumer Science Teacher of Nebraska (FCSTN) "Teacher of the Year" for professionals with 16 or more years of experience. Carol was also awarded the Developer Award by the Family and Consumer Sciences Membership.

Rationale:  Kent Cordes will report to the Board on progress being made in the construction projects in the school district. 

Rationale:  Board meetings may have on the agenda, a specific time entitled Public Participation/Comment, during which patrons may address the Board on matters of general concern.  No public body shall require members of the public to identify themselves as a condition for admission to the meeting, nor shall such body require that the name of any members of the public be placed on the agenda prior to such meeting in order to speak about items on the agenda.  Patrons wishing to address the Board during the Public Participation/Comment will be allowed up to five (5) minutes per speaker to express their view.  Public Participation/Comment may not exceed sixty (60) total minutes.  The Board-imposed time limits may be extended by a majority vote of the Board, following a motion to do so.  Board action may not be taken on matters discussed during the Public Participation/Comment, unless the matter specifically appears on the prepared agenda.  Board of Education members will refrain from expressing personal opinions during Public Participation/Comment.

Any members of the public desiring to address the body shall be required to sign in with the recording secretary prior to the start of the meeting and identify himself or herself, including an address, phone number, and name of any organization represented by such person, unless the address and phone number requirement is waived to protect the security of the individual.

Rationale:  Mr. Brandt will report on activities of the Kearney Public Schools Foundation.

Rationale:  The Board gave first reading approval to the following new and revised Board policies at the July 10 Board meeting - 1361 (Use of School Facilities by Student Groups and Boys Scouts); 4103 (Teacher Contracts); 4106 (Resignation of Certificated Employees); 4120 (Meetings); 5004 (Full-time and Part-time Enrollment); 5006 (Option Enrollment); 5101 (Student Discipline); 5102 (Alternative Education Programs or Plans for Expelled Students); 5103 (Extra-curricular Activities); 5104.2 (Naloxone in School); 5105 (Secret Organizations, Hazing, Initiation, and Outside Organizations); 5106 (Firearms); 5204 (Student Graduation); 5412 (High Ability Learners); 5419 (Seizure-Safe Schools); 5420 (Behavioral Points of Contact); 5421 (Use of Restraints and Seclusion); 6500.2 (Full Educational Opportunity Goal); 6501.8 (Collection of Information Relating to Dyslexia); 6506 (Least Restrictive Environment); 6508.11 (Accessibility of IEP and Responsibility to Implement); 6511.1 (Disciplinary Removal of Students with Disabilities); and 9310.9 (Annual Organizational Meeting).  We will ask the Board to give second and final reading approval to these policies at the August 14 meeting.

Rationale:  The KHS Band Parents organization has submitted its annual self-audit report for the 2022-2023 school year for Board of Education consideration and acceptance.

Rationale:  The Northeast School PTO has presented it's Annual Self-Audit Report for the 2022-2023 school year for Board of Education consideration and acceptance.

Rationale:  This year, we created a universal section to the handbooks that is common to all levels, followed by information in addendums that are specific to each level.  We will ask the Board to approve the Kearney Public Schools Universal, Pre-K-12 Student Handbook, and High School Activities Handbook, as presented. 

Rationale:  We will ask the Board to consider and approve the Kearney Public Schools Certified and Classified/Classified Exempt Employee Handbooks for the 2023-2024 school year.

Rationale:  We will ask the Board to consider and approve the Kearney Public Schools Facilities Handbook for the 2023-2024 school year.

Rationale:  We will ask the Board to approve the following certificated employment recommendation for the 2023-2024 school year:  Luciano Insua, MA+9, Step 11, 1.00 FTE Spanish teacher at Horizon Middle School.

Rationale:  We will ask the Board to approve a revised Memorandum of Understanding with the Merryman Performing Arts Center.

Rationale:  We will ask the Board to approve a revised Memorandum of Understanding with UNK for dual credit classes.

Rationale:  We will ask the Board to approve a revised Memorandum of Understanding with Central Community College for dual credit classes.

Rationale:  We will ask the Board of Education to approve a Memorandum of Understanding with Central Community College for an auto instructor

Rationale:  We will ask the Board to set Wednesday, August 23, 2023 at 12:00 noon for a special, budget retreat meeting of the Board of Education in the first floor Conference Room in the Administration Building.

Rationale:  We will ask the Board of Education to set the date for the annual budget hearing and special, public meeting to adopt the various budgets for the 2023-2024 school year.
