7. PUBLIC COMMENT
Rationale:
The Board believes public attendance and participation, when appropriate to the business at hand, is beneficial to the work of the Board and models the importance of civic engagement and civil discourse to the community’s children, but it cannot impede the Board from completing the business of the meeting. 2. The time limit is per speaker, per meeting and may not be transferred or assigned to other speakers. 3. The chair may endeavor to organize public comment by what agenda items or other issues have been identified as topics by public speakers, adjust for the age of speakers, and/or split the Public Comment agenda item to be conducted in different positions within the Board’s Order of Business. At the discretion of the chair, the speaker may be allotted additional time. Board members may share, address or consider comments from the public during public comment, at the end of public comment or when related business is on the agenda. 4. In order to be called forward to address the Board during Public Comment, each person wishing to speak must obtain a "Record of Appearance" card from staff at the meeting in which they wish to speak. Those wishing to speak must accurately complete the required sections of the card, and submit it to the appropriate staff member by 15 minutes after the start of the meeting. 5. Individuals will be called forward to speak by name, organization being represented, if applicable, and address. Each individual speaking to the Board will be required to identify himself or herself prior to giving public comment by stating their first and last name and, if applicable, any organization they represent. 6. In cases where more than one person wishes to speak on the same topic, their presentations to the Board may, at the discretion of the chair, be grouped together by topic. 7. If the number of people wishing to speak under the public comment portions of the agenda is large, the chair may rule that a public hearing be scheduled. 8. Persons speaking to the Board during public comment may make printed materials (paper no larger than 8.5 x 11 inches) available to the Board but may not use any other form of media. Public speakers are asked to provide 10 copies of any copies of printed materials presented to the Board. Persons attending Board meetings and/or speaking to the Board during Public Comment or during a public hearing must follow all requirements established by the Board, as well as all Board, chair and staff directions in order to help maintain the order, proper decorum, safety and security, and the non-disruptive functioning of the Board meeting. These include, but are not limited to the following:
If at any time persons appearing before the Board do not comply with these or any other Board requirements, it shall be the responsibility of the chair to declare that person or persons out of order and require a change in behavior, delay or recess the meeting, or refuse permission to continue to address the Board, and ultimately may require the person or persons to leave the premises of the Board meeting. |

9.1.1. Infor to Cloud #11504
Rationale:
The district must upgrade its current on-premise ERP environment to a cloud-hosted environment.
Explanation: The Infor environment in its current state will be supported until January 2030. An evaluation team worked with Infor consultants to determine that moving to the Infor CloudSuite was the best option in terms of system functionality, reliability, scalability, and security. This proposal will cover the software costs for 5 years and the cost for migration to the new environment. Intellias was chosen to assist the district as it transitions from its current on-premise ERP system to the Infor CloudSuite environment. This will include implementation support, analysis of current business processes to improve operational efficiency, and post-go-live support services. Intellias was recommended by the evaluation committee following a comprehensive review of submitted proposals and in-person interviews with three finalists (Intellias Inc, Infor GPS and RPI Consultants). Intellias received high scores in qualifications, relevant experience, and its proposed statement of work. Their proposal demonstrated a strong approach to data mapping, data conversion, system design and build, implementation, change management, and alignment of business practices with the district’s goals. There were three implementation teams evaluated: ![]() It is recommended that the Board award $6,526,739.00 to Infor (Alpharetta, Georgia) and $3,934,240.00 to Intellias Inc (Allen, Texas). This will be an expenditure of $10,460,979.00 from the General and Depreciation Funds. Proposal: The Board, by approving this annual subscription purchase with Infor and the implementation services with Intellias Inc, is approving the award, the contract documents for this project, and all associated documents related thereto according to the terms and conditions as on file with district records or such other or additional terms and provisions as negotiated and approved by the Associate Superintendent for Business Affairs or a designee, and the Board is hereby delegating to and authorizing the Associate Superintendent for Business Affairs or a designee to sign, execute, and deliver the contract documents and all such related documents, make all contract payments, and to take or cause to be taken any and all other action and sign any other documents as may be necessary to complete the transaction, and to administer, operate, and/or implement the contract and all associated documents related thereto on a day-to-day basis during this project as contemplated thereby, for and on behalf of this school district, and hereby designates the Chief Technology Officer, or another person as selected by the Superintendent or a designee from time to time as its program administrator under this agreement. |

9.1.2. Land Exchange - Bottler's Building #11507
Rationale:
It is recommended that Lincoln Public Schools (LPS) approve the property exchange agreement (Agreement) with the City of Lincoln for the exchange and transfer by LPS of an approximately 0.02 acre portion of the real estate owned by LPS located near 24th and J streets, commonly referred to as the Bottler’s Building (Bottler’s Property), and for the exchange and acquisition by LPS of an approximately 0.35 acre portion of City property adjacent to the Bottler’s Property generally consisting of the western parking area. The exchange of property cleans up and corrects a portion of public walking trail by transferring that portion to the City while LPS gains access to additional parking space.
Explanation:
The exact legal description for the proposed property to be exchanged, transferred, and acquired is described in the Agreement. Because LPS is acquiring more property, the Agreement calls for a purchase price of $14,602.76 for the property. The proposed Agreement is available from the Purchasing Department. Proposal:
That the Board discuss the proposed resolution. BE IT RESOLVED, by Lancaster County School District No. 0001, a/k/a Lincoln Public Schools ("LPS"), a Class IV School District under the laws and statutes of the State of Nebraska, at this regular meeting of its Board of Education, that the property exchange agreement for the transfer of an approximately 0.02 acre tract of real estate and the acquisition of an approximately 0.35 acre tract of real estate, both located on property near 24th and J streets ("Agreement"), in the form on file with official LPS records and as presented at this meeting, or with such changes as are approved by the Associate Superintendent of Business Affairs, should be and is hereby authorized and approved. BE IT FURTHER RESOLVED, that the Associate Superintendent for Business Affairs or a designee for the School District should be and is hereby delegated the authority and is authorized and directed to sign execute and deliver such Agreement and any other documents or agreements called for in such Agreement or determined to be in the best interest of the District, for and on behalf of LPS, and is further hereby delegated the authority and is authorized and directed to take or cause to be taken all other action necessary or appropriate to complete the requirements as set forth in the Agreement, to pay necessary and required closing and transaction costs and expenses, to pay other amounts due and owing as part of the exchange, and to complete and close the exchange and conveyance transaction upon satisfactory completion of due diligence, presentation by LPS of good title and an acceptable deed or other necessary documents on the described properties to be exchanged and acquired by LPS under the Agreement. BE IT FURTHER RESOLVED, that the property exchange and sale is approved by an affirmative vote of at least two-thirds of all members of this board as required to approve this transaction, sale and conveyance of the property at this regular meeting. |

9.1.3. Land Sale - Lux Middle School Park Parcel #11508
Rationale:
It is recommended that Lincoln Public Schools (LPS) approve the property purchase and sale agreement (Agreement) with the City of Lincoln for the sale by LPS of an approximately 0.399-acre portion of the real estate (Park Parcel) owned by LPS located near the intersection of South 79th Street and Ringneck Drive, consisting of the Lux Middle School property (Lux Property). From time to time, LPS and the City collaborate on the location of City-owned public parks adjacent to LPS school sites. The City desires to purchase the Park Parcel in order to develop a City-owned public park.
Explanation:
The exact legal description for the Park Parcel proposed to be sold is described in the Agreement. The Park Parcel was appraised, and the Agreement calls for a sale price of $56,000.00 for the Park Parcel. The proposed Agreement is available from the Purchasing Department. Proposal: That the Board discuss the proposed resolution. BE IT RESOLVED, by Lancaster County School District No. 0001, a/k/a Lincoln Public Schools ("LPS"), a Class IV School District under the laws and statutes of the State of Nebraska, at this regular meeting of its Board of Education, that the property purchase and sale agreement for the sale of an approximately 0.399 acre tract of real estate located near South 79th Street and Ringneck Drive ("Agreement"), in the form on file with official LPS records and as presented at this meeting, or with such changes as are approved by the Associate Superintendent of Business Affairs, should be and is hereby authorized and approved. BE IT FURTHER RESOLVED, that the Associate Superintendent for Business Affairs or a designee for the School District should be and is hereby delegated the authority and is authorized and directed to sign execute and deliver such Agreement and any other documents or agreements called for in such Agreement or determined to be in the best interest of the District, for and on behalf of LPS, and is further hereby delegated the authority and is authorized and directed to take or cause to be taken all other action necessary or appropriate to complete requirements as set forth in the Agreement, to pay necessary and required closing and transaction costs and expenses, to pay other amounts due and owing the buyer, and to complete and close the sale and conveyance transaction upon satisfactory completion of due diligence, presentation by LPS of good title and an acceptable deed or other necessary documents on the described property to be sold by LPS under the Agreement. 9.1.4. Land Acquisition - Winthrop Road Property #11509
Rationale:
It is recommended that Lincoln Public Schools (LPS) enter into a Property Purchase and Sale Agreement (Agreement) to purchase real estate generally located along Winthrop Road and adjacent to the Sheridan Elementary School site and legally described as Lots 8 and 9, Block 4, Rathbone Village Addition, Lincoln, Lancaster County, Nebraska (Property), which is currently owned by City of Lincoln, Nebraska, (Seller). The Property consists of approximately 0.29 acres. The Property may continue to be used as open green space and for other school purposes.
Explanation:
The Property has been appraised, and the purchase price amount of $107,800.00 is consistent with the appraised value. It is anticipated that the purchase price will be paid by a debit to LPS’ balance owed to the City under the parties' Asset Banking Agreement. The Planning Committee is recommending that LPS purchase the Property and enter into the Agreement for such site with the Seller. The proposed Property Purchase and Sale Agreement is available from the Purchasing Department. Proposal:
That the Board discuss the following proposed resolution. BE IT RESOLVED, by Lancaster County School District No. 0001, a/k/a Lincoln Public Schools ("LPS"), a Class IV School District under the laws and statutes of the State of Nebraska, at this regular meeting of its Board of Education, that the Property Purchase and Sale Agreement with the Seller for the Property ("Agreement"), in the form on file with official LPS records and as presented at this meeting, or with such changes, except as to the per acre price, as are further negotiated and approved by the Associate Superintendent of Business Affairs, should be and is hereby authorized and approved. BE IT FURTHER RESOLVED, that the Associate Superintendent for Business Affairs or a designee for the School District should be and is hereby delegated the authority and is authorized and directed to further negotiate the final agreement terms and to sign execute and deliver such Agreement and any other documents or agreements called for in such Agreement or determined to be in the best interest of the District, for and on behalf of LPS, and is further hereby delegated the authority and is authorized and directed to take all actions on behalf of the District as called for in such Agreement and to complete and pay for all due diligence requirements, to retain and pay any necessary professionals for assistance, to pay the purchase price, or authorized a debit to the LPS balance under the Asset Banking Agreement, and all transaction and development costs and expenses as per the Agreement, and to take or cause to be taken all other action necessary or appropriate to close the purchase and conveyance transaction upon satisfactory completion of due diligence, presentation by Seller of good title and an acceptable quitclaim deed or other necessary documents on the described property to be purchased, received and developed by LPS under the Agreement. |

LPS staff have confirmed the remaining parcel, after the sale of the Park Parcel, will be sufficient for an elementary school facility, should LPS seek to construct such a facility.
Explanation: The exact legal description for the Park Parcel proposed to be sold is described in the Agreement. The Agreement calls for a sale price of $121,062.76 for the Park Parcel. |
|
10.1.1. Newly Annexed Property to the City of Lincoln
Rationale:
The Board of Education assigns school attendance and board district areas to property newly annexed to the City of Lincoln or newly platted. It also establishes the LPS board districts for the board member(s) who will represent voters in these newly annexed areas.
Explanation:
The City of Lincoln has annexed a parcel of land, which pursuant to state law automatically brings this property into the boundaries of Lincoln Public Schools. This property needs to be assigned attendance centers so that potential purchasers of homes in this area will know which schools they will be attending: N. 27th St. & Arbor Rd., Annexation Ordinance #21935, for the 2026-27 school year: Kooser Elementary School, Schoo Middle School, North Star High School The board district also needs to be assigned as follows and per the attached maps N. 27th St. & Arbor Rd.
