Rationale:
Section 79-805 of Nebraska Statutes calls for the District to publish in a legal newspaper a "concise summary" of the proceedings of the Board of Education. Section 84-1413 of Nebraska Revised Statutes calls for the District to maintain official minutes that contain "the substance of all matters discussed." Therefore, for each board meeting a concise summary of the minutes is published in the Auburn Newspapers and a detailed set of minutes is maintained in the superintendent’s office. A copy of the official minutes is attached to the board agenda for each regular meeting and special meeting.
The official minutes may make references to attachments. These attachments are reproduced with the minutes attached to the board agenda only if such attachments are different from those presented at the meeting. The attachments, however, are in the record of official minutes maintained at the superintendent’s office.

The order of agenda items may be changed so arrive at the beginning of the meeting. The Board may enter into closed session at any time to discuss any matter for which a closed session is lawful. The Board may take action on any item listed on the agenda. The agenda for the meeting needs to be approved before the board can address the discussion and/or action items.

Rationale:
The Board President may limit the time allotted to each individual or topic. A five-minute limit will apply for each speaker, unless otherwise specified, and no speaker may transfer their remaining time to any other speaker. According to Nebraska State Statute 84-1412, all speakers must identify himself or herself, including an address and the name of any organization represented by such person, unless the address requirement is waived to protect the security of the individual. Speakers are expected to address the Board when making presentations. If a group of patrons is presenting a single issue, the board requests that a spokesperson be appointed to address the Board, however, anyone may talk within the stated time limit. Speakers who feel a need to give more information than can be presented in that time frame may submit written materials for distribution to the Superintendent; such materials should be provided at least 24 hours before the meeting is to begin.
The Board of Education may make and enforce reasonable rules and regulations regarding the conduct of persons attending its meetings and regarding their privilege to speak. |

October 13, 2025, Board Notes:
*We have received our official letter from NDE that we have passed all of Rule 10. *This year will be the first year the National and State ACT testing will look different. If students choose to take the national ACT test, they will not have to take the science and writing section of the test. However, the state testing will remain the same with science and writing. When they score the state test, they will take the science and writing scores out. Therefore, this will leave the overall ACT scores down compared to years past. *I am getting ready to submit the year 2 plan for the CLSD grant and complete the preschool report. *We have a busy in-service day for most teachers on Friday |

October Board of Education Report (Monday, October 13th, 2025) Submitted by Jason Palmer - Friday, October 10th, 2025 The fall sports seasons are beginning to wind down. Softball: This past Tuesday, the team finished as subdistrict runner-up to Guardian Angels CC in the C-9 Subdistrict in Auburn. The team earned a wildcard and will compete in the district final against Kearney Catholic on Saturday, October 11th. Cross Country: The JH and HS girls both won the ECNC meet held at Tecumseh on Thursday, October 9th. The JH boys finished 3rd. The JH teams will compete at the State meet on Saturday, October 11th. Districts for varsity runners will take place at the Cass County Fairgrounds on Wednesday, October 15th. Girls Golf: Charlotte Dickerson finished in 6th Place at the district meet this past Monday. Charlotte will compete at the Class C State Golf Championships in North Platte on Monday, October 13th and Tuesday, October 14th. Football: Defeated Falls City on Homecoming. The team played on Friday, October 10th at Fairbury. The team will host their final home game this coming Friday. Volleyball: Will compete in the ECNC tournament this upcoming week. They will begin play against Mead on Monday, October 13th at JCC. The marching band had their first competition in Palmyra on October 8th. The band earned an Excellent rating. The band is in action on Saturday, October 11th at Bennington. Play Production has their first competition on Saturday, November 1st at Schuyler. Unified Bowling will have their first competition on Monday, November 3rd. JH Volleyball finishes their season this upcoming week with a home tournament on Saturday, October 18th. JH Football had a home win against Conestoga on Thursday, October 9th. The team has had a good season and will play their final game on Tuesday, October 14th at Falls City. |
