Motion made by Dave Platt, seconded by Sandy Urbina to approve that if the addendum to contract is not signed and returned by Jorge Zamudio to City of Franklin by 12 PM Friday June 20, 2025, the council then determines to hold Mid-West Plastering and Construction responsible for breach of original contract as amended, including but not limited to substantial completion of the contract by January 25, 2025 and timely completion of phase one, phase two, phase three, and phase four of the contract and hereby votes to terminate the contract due to said breach. If the signed contract is not timely returned, Mid-west Plastering and Construction is ordered to vacate the premises and remove all of Mid-West Plastering and Construction's equipment within forty eight hours. After forty-eight hours, law enforcement is to issue a trespass warning to Jorge Zamudio and any employee of Mid-West Plastering and Construction. If the contract is signed and returned by 12 p.m. on June 20, 2025, the Mayor, Margaret Siel, is approved to sign and date the addendum for the City of Franklin.. Motion Passed.

Motion made by Mike Stephens, seconded by Dave Duncan to approve the rental agreement for the skid steer from Nebraska Machinery Company (NMC) for $7,400.00.. Motion Passed.

Motion made by Dave Duncan, seconded by Mike Stephens to approve purchase of approximately 45 x 45 piece of land owned by Cody Collins located at 1810 L Street, Franklin Nebraska for $5,000. Cody Collins will grant a one year easement to the backyard property for construction of the well and well house, and the City will level land and seed grass when the project is completed. Cody Collins will provide free and clear title of said property.. Motion Passed.
