We encourage residents to participate in our council meetings. Public comment is an essential part of our democratic process. To ensure everyone has a fair opportunity to speak, we are implementing a three-minute time limit for each speaker per topic during the public comments section. This will allow us to hear from as many community members as possible. We appreciate your understanding and cooperation as we work to create a space that is respectful and open to all.  Thank you 

Mayor Communications

• Set up a committee to work on updating the fireworks ordinance
• Set up a committee to work on updating the Zoning Permit
• Special meeting for Budget Workshop with AMGL on August 26th at 5:00 PM 
• Congressional representative Adrian Smith will be at the Library patio to meet with Franklin business leaders on Wednesday, August 19th, from 4:30 to 5:00 PM

Discussion and action 2026 Nuisance abatement program

   1. Rescind declared nuisance resolution on property that has been brought into compliance with the City's Nuisance Ordinance. 
2. Postponement requests
   1. Consider the property owners' written request for postponement of abatement action (if any have been received — none at this time)
3. Parcel review/Next Steps
   1. Review parcels remaining out of compliance with the City's ordinance.  Discuss next steps in moving forward with abatement.

Discussion and action on reviewing the Franklin Little Flyer Academy lease agreement
 

Discussion and action on the hiring of Jason Fox as the part-time Ordinance Officer, Zoning Administrator and Floodplain Administrator at $18.00 per hour.  

Discussion and action on the hiring of the Property Manager for Hutchins Building/Marcellus Flats to contractor Longshot Property Development. The pay will be $1,500 per month initial up to 4 months, then $1,200/ per month.

Discussion and action on the contract agreement with Longshot Property Development and City of Franklin, including any exceptions for the property manager.

Discussion and action on revising the City council wages for FY 2027. 

Discussion and action on payment #13 to RMV Construction for the amount of $95,700.16 for the NAHTF grant. Services for general conditions, paving, drywall work, fire suppression, electrical, grading, fees.

Discussion and action on payment #02 to RMV Construction for the amount of $117,374.00 for the masonry, contractors fee, general conditions, small tool equipment, materials and labor.
