Discussion and action 2026 Nuisance abatement program

1. Rescind Declared Nuisances 
   1. Rescind declared nuisance resolution on property that has been brought into compliance with the City's Nuisance Ordinance. 
2. Postponement requests
   1. Consider the property owners' written request for postponement of abatement action (if any have been received — none at this time)
3. Parcel review/Next Steps
   1. Review parcels remaining out of compliance with the City's ordinance.  Discuss next steps in moving forward with abatement.

Discussion and action opening bids for the old globe lights at City Park. 

• Need to set a pickup time for bidders. 
• 19 lights are located at the recycling center
• 6 lights are left to be removed as of 9/3/26

Discussion and action on approval of a $30.35 claim from Duncan Welding for services to the City of Franklin.

Discussion and action on payment #14 to RMV Construction for the amount of $201,440.15 for the NAHTF grant. Services for general conditions, structural steel, cast in place, finished carpentry casework, joint sealants, doors, frames, and hardware, gypsum board assemblies, painting, fire suppression, contractor's fee. 

Discussion and action on payment #03 to RMV Construction for the amount of $128,764.00 for the masonry, contractors fee, general conditions, small tool equipment, materials and labor, additional closures. 

Discussion and action on Terry Meade's wage increased by $1.00 per hour to $25 per hour, as of July 30, 2026, following certification as a water operator. 

Discussion and action on repairing a fence at the C&D landfill site. Update on timeline for the expansion of the C&D site.
