Policy 204.12 - Public Comment in Board Meetings
Rationale:
Policy 204.12 is updated to include changes from LB 83 also passed last year and allowing the board to require those wishing to address the board to provide their name, address, and organizational affiliation. Our January Policy Update already included policy revisions from LB 83 to the agenda and meeting minutes policies, along with a new policy 204.13 allowing virtual conferencing in some circumstances.

Policy 702.03 - Budget Adoption Process
Rationale:
In January we sent out a revised Policy 702.03 Budget Adoption Process to deal with LB 644 passed by the Legislature last year and taking effect on January 1, 2022. This will alter your previous budget procedures that take place late this summer. After several discussions and close readings of LB 644 we have made a couple of additional changes to 702.03, so it is included with this email along with a redline comparing it to the earlier January version.
In 703.02, I have eliminated the first sentence of paragraph 4 and the dependent clause beginning paragraph 5, allowing districts to pass their budget resolutions at their regular monthly meetings following the Budget Statement and Tax Request Hearings.

Administration Reports
Rationale:
SPED - Mrs. Plog
School has been out for a few weeks, but we have continued to be busy! I attended the Nebraska School Mental Health conference in LaVista on June 1-2, 2022, hosted by the Kim Foundation. The conference was held to help school people understand and build awareness of mental illness and suicide. The keynote speaker was very good and the breakout sessions addressed a variety of topics relating to mental health in schools. On June 6-7, 2022, Eric Arneson, Misty Curtis, Samantha Gilkerson, Dr. Travis Miller, and I attended a Restorative Practices workshop in Scottsbluff at ESU #13. It was great that we could all attend together. We had time at lunch and in the car to get to know each other a little better and discuss ideas for next school year. One of the goals for next year is to begin incorporating restorative practices into our school to address discipline and help improve behavioral issues. "Restorative practices help manage conflict by repairing harm and restoring relationships, involving people in face-to-face encounters with other people." And finally, on June 9, 2022, I attended a Bridges Out of Poverty training in Alliance. Our school is working on ways to reach our students that are economically disadvantaged. We are hoping next year to improve the performance on our state and district-wide assessments with this sub group of students and of our students with disabilities.
