7. Open Forum
Background:
Open Forum is an opportunity for patrons to share their thoughts and concerns. The school board will listen, but no discussion takes place and there will not be board action. Board members may ask clarifying questions. The protocol established for open forum is to provide a time limit of three minutes to share concerns. If a patron would like to have a two-way discussion, they are encouraged to schedule a meeting with the superintendent.

Background:
The Character Education Word of the Month for September is "sportsmanship", which includes equality, justice, taking turns, playing by the rules, and treating all people fairly.

8.b. ASBSD Gold Level Award
Background:
The Meade School Board earned a gold level award in ASBSD’s statewide board recognition program: ALL, which stands for Act, Learn, Lead and awards points for a board’s collective participation in activities and trainings related to school board work and for demonstrating leadership in public education at the local, state and national level, throughout the previous school year.

Business Manager, Brett Burditt is requesting the Board to amend the general fund budget by $39,893.00 for the after-school program at Whitewood Elementary and supplies for Sturgis Elementary and Whitewood Elementary to be funded with Title I funds.

9.d. City of Sturgis SRO Agreement
Background:
In July, the new Board approved the SRO agreement with the City of Sturgis but the agreement did not list the contract amount and payment schedule for the 2023-24 school year. The updated agreement outlines the financial terms and schedule for the SRO services provided to the schools as presented.

9.e. Piedmont Valley Elementary School Resource Office MOU
Background:
Meade County Sheriff’s Department will be providing a SRO for Piedmont Valley Elementary for the 2023-24 school year.

9.f. Apptegy/Thrillshare Agreement
Background:
The Superintendent's office is requesting approval for the purchase of Apptegy/Thrillshare, the new publishing platform for the new website design, mobile app services and parent communication.
Our current website will no longer be supported and will not function as of March 1, 2024. After discussions with Homeslice Media Group, we agreed that a provider that focuses on schools and links parent communication and social media together would be the best option to pursue. Two vendors met our criteria: School Messenger and Apptegy/Thrillshare. Both focus on the K-12 school market and have communication platforms. We chose Apptegy/Thrillshare for ease of use of the website, which includes a phone app with language translation and a combined social media/communication platform. Apptegy/Thrillshare will also help our branding and support functions at individual buildings with social media.

9.g. SchoolMessenger Renewal Agreement
Background:
In July, the Board approved the SchoolMessenger contract for three years at $6,300.00+ per year. It is recommended to rescind the previous motion and approve the change from a three-year contract to a one-year contract due to a required website change and the availability of an integrated communication system with Apptegy/Thrillshare. This will be the district's last year using SchoolMessenger for communicate notifications.
Mr. Wormstadt signed only a one-year agreement after the board meeting as we discovered our website had to be changed. This will be the last year of using school messenger.

9.h. Elk Creek Conservation District MOU
Background:
The MOU between the Meade School District and the Elk Creek Conservation District expired in 2022. The conservation district uses the building referred to as the "tree shed" located at Sturgis Brown High School for the purposes of storing and distributing trees through their conservation program. The MOU will need to be updated for the 2024-2034 calendar years.

Background:
Superintendent, Mr. Wormstadt is requesting the Board approve the iAspire Education License in the amount of $14,500.00. As we move forward with employee wellness, salary and benefits, we also need to focus on listening to our employees and creating the best work atmosphere and support to increase employee retention.

Background:
The Special Education Department is required to annually submit the Special Education Comprehensive Plan to the SD Department of Education. The Meade Comprehensive Plan has in effect policies, procedures, and programs that meet all state and federal requirements.

9.k. Johnson Controls, Inc. Contract Renewal
Background:
The Business Office is requesting the Board to accept the renewal contract with Johnson Controls, Inc. for the amount of $17,300.00. The agreement will take place on 9/1/2023 and continue until 8/31/2024 and will automatically renew. Business Manager, Mr. Burditt will answer any questions.

9.l. Approve Special Board Meeting
Background:
A special board meeting will need to be scheduled for Wednesday, October 11, 2023. GAVEL training for school board members is scheduled with ASBSD member services director, Wade Pogany. GAVEL training will run from 2:00 p.m. - 5:00 p.m. in the training room at the Williams Administration Building, followed by dinner and District Goal Setting in the board room.

Background:
