5. Conflict of Interest Waivers
Background:
Board members and school administrators/officials need to request a conflict of interest waiver before participating in or voting upon a decision concerning an application in which that member has a direct personal or financial interest.

6. Open Forum
Background:
Open Forum is an opportunity for patrons to share their thoughts and concerns. The school board will listen, but no discussion takes place and there will not be board action. Board members may ask clarifying questions. The protocol established for open forum is to provide a time limit of three minutes to share concerns. If a patron would like to have a two-way discussion, they are encouraged to schedule a meeting with the superintendent.

7.a. Character Education Word of the Month
Background:
The Character Education word of the month for May is "Integrity," which involves honesty, honor, reliability, and standing up for one’s beliefs.

9.b. Authorize Participation in Voluntary Student Accident Insurance
Background:
Business Manager, Brett Burditt is recommending the Board to authorize participation in a voluntary student school insurance program. The provider sets the rates for 2024-25 Student Insurance Plans each year. The range is from $50 to $500 depending upon the level of coverage that the parent/student would choose to take.

9.c. Set the Date and Time for the June Public Hearing
Background:
Notice is hereby given that a public hearing on the Proposed Budget for fiscal year 2024-2025 of the Meade School District 46-1 will be held on Monday, June 10, 2024, at 6:00 p.m. at the Williams Administrative Building boardroom of the Meade School District 46-1, 1230 Douglas Street, Sturgis, SD 57785. The public is welcome to attend.

9.d. Publish Preliminary Budget
Background:
Every year the preliminary budget is to be published after the May board meeting. Attached is the preliminary budget for the Board's review.

9.e. Support Staff Wage Increase
Background:
We are recommending a 4% increase to all support staff under general fund, special services, and enterprise. For custodians, general education paras, admin assistants, maintenance workers and computer techs, we also would like to make an addition to the 4% increase an experienced based pay one-time adjustment to hourly wages. The tranches are as follows, based on total years in the Meade School District: 1-5 years $.15 6-10 years $.30 11-15 years $.45 16+ years $.60 Food service workers will receive 4% for workers and 5% for managers. For 2023-24, special education paras received a $2/hour bump, while others only received $.75. For this reason, we are not doing the experienced base pay adjustments in that department. For employees eligible and take health insurance the contribution will increase from $560 to $580 per month according to the employee handbooks. |
9.f. School Board Policy GCC: Professional Staff Recruiting
Background:
ASBSD revised Policy GCC as of February 29, 2024. The policy committee recommends the Board approve to align current Policy GCD: Certificated Teacher and Administrator with ASBSD Policy GCC: Professional Staff Recruiting. If approved, the committee recommends waiving the second and third readings and approve GCC as the final reading.

11.a. Cleanrite Custodial Services Agreement
Background:
Cleanrite has provided the district with a custodial services agreement for services at SBHS Academy Building and the Ag Building in the amount of $31,000.00 effective August 26, 2024 and ending May 30, 2025. The agreement will be brought back for board approval at the June board meeting.

11.b. Property & Liability Insurance Building Exclusions
Background:
Attached is the FY25 quote from EMC Insurance for Meade 46-1 property and liability insurance, excluding the following buildings:
Academy/business building Ag building Maintenance shop (2) Old PVE Gym Elm Springs Hereford North building Hereford South building Old Union Center School Property quotes on these buildings from other carriers are being obtained.

11.c. Competition Dance Program
Background:
Due to the lack of interest from students in competitive dance, Activities Director, Mike Schultz recommends the district end the competition dance program.

11.d. SBHS Cafeteria Project - Parking Lot/Drive Lane Soil Remediations
Background:
The parking lot and drive lane subgrade are showing moderate pumping and deflection throughout most of the new drive. American Engineering and Testing recommends cutting the existing subgrade an additional five inches and adding a geotextile geofabric to remediate the unstable subgrade soils. The costs associated with this change is $33,613.05.
