Background:  The unofficial meeting minutes were amended to include the full detailed Resolution for the Support of Military Children and Families on Action Item 9a: Approval of Stagebarn Middle School as a Purple Star School. Background:  The following personnel are presented for the board’s consideration:
New Hire (Support Staff): Jamie Munger, paraprofessional, Whitewood Elementary, $14.50/hr., eff. 10/24/2024.

Change of Assignment (Certificated): Racquel Schuelke, paraprofessional, Opal Elementary, $19.81/hr to teacher, $30,983.00, eff. 10/21/2024.

Retirement (Certificated): Kristi Ortiz, counselor, Sturgis Elementary, eff. end of the 2024-25 school year.

Resignation (Contracted): Todd Battles, supervisor, Buildings & Grounds Department, eff. 11/30/2024.

Resignation (Support Staff): Sami Maxwell, special services paraprofessional, Stagebarn Middle School, eff. 11/4/2024; Kathy Digernes, food service worker, Piedmont Valley Elementary, eff. 1/2/2025.

Background:  Community members who have volunteered to work in schools throughout the district: Carina Sheperd, Piedmont Valley Elementary.

Background:  Extracurricular coaches and volunteer coaches will be updated monthly. Any changes will be highlighted in yellow.

Background:  Board members and school administrators/officials need to request a conflict of interest waiver before participating in or voting upon a decision concerning an application in which that member has a direct personal or financial interest.

Background:  Open Forum is an opportunity for patrons to share their thoughts and concerns.  The school board will listen, but no discussion takes place and there will not be board action.  Board members may ask clarifying questions. The protocol established for open forum is to provide a time limit of three minutes to share concerns.  If a patron would like to have a two-way discussion, they are encouraged to schedule a meeting with the superintendent. 

Appropriate and respectful public decorum is expected. Any complaints about school employees should refer to school board Policy KL: Complaint Against School Employee.

Background:  November Character Trait of the Month is "citizenship," which includes loyalty, patriotism, leadership, public spirit, volunteerism, and respect for authority.

Background:  Brit Porterfield will provide an update to the Board on the Homeschool Connections Program.

Background:  Curriculum Director, Beth Johnson will provide a presentation on the Meade School District Report Card.

Background:  Business Manager, Brett Burditt will present the 5-year capital outlay and facilities plan for FY25.

Background:  The monthly financial reports for the board’s review.  Brett Burditt will answer any questions you might have regarding financials. 

Background:  Technology Director, Anthony Eads, is recommending the Board approve the high bid of $117,150.00 from Galide LLC DBA JUSTMAC for the technology surplus items. Bids were opened at 12:30 pm on 10/29/2024 in the presence of Wayne Wormstadt, Brett Burditt and Anthony Eads.

Background:  The Lauing's have agreed to extend the lease one year at the same rate of $72.52/pair.  Business Manager, Brett Burditt is requesting the Board to consider extending the grazing lease for one more year to Dennis and Doris Lauing.

Background:  The SDSU 4-H office has reached out to say they will no longer be issuing Certificates of Insurance for 4-H clubs. SDSU requires SD 4-H Youth Program participants to sign waivers of liability as a condition of participating in the events.

The Hopeful Hooves 4-H Club has submitted a written request to waive the liability insurance requirements to use Atall Elementary to hold their bimonthly club meetings.

Background:  Superintendent, Wayne Wormstadt is requesting Board approval for an additional maintenance position and to help cover staffing shortages in custodial roles.

Background:  Under Section 5.12 of the MEA Negotiated Agreement, the Board will set up an early resignation agreement for certificated staff with a deadline of December 20, 2024, at 4:00 pm. The Superintendent and Human Resources recommend that the district renews with the same parameters that were set in the 2023-24 school year for 2024-25.

This agreement allows the district to receive early resignations, facilitating proactive staffing and recruitment efforts for high-quality candidates, as well as enabling any necessary staffing or program adjustments for the 2025-26 school year in January and February.

Last year, the district had four staff members submit requests prior to the deadline.

Background:  A special board meeting will need to be scheduled as ASBSD member services director, Wade Pogany will provide training on the foundations of school board governance and the purpose and scope of school boards.

Background:  In previous years, the Board has hosted a legislative round table. The Board and Superintendent's office will schedule a legislative dinner before the December 9 board meeting and invite our area legislators for a discussion and dinner. 
 

Background:  The legislative dinner and round table is scheduled for Monday, December 9. The start time of the board meeting will need to be amended from 5:30 pm to 6:00 pm to accommodate the Legislative Round Table.

Background:  The School Board Study Session & Work Retreat is currently scheduled for Monday, December 30, 2024. The B&G Committee Meeting and Policy Committee Meeting are scheduled for Monday, December 23. These meetings will need to be rescheduled or canceled due to the Christmas Break.

Background:  American Education Week (November 18-22, 2024) is observed in all communities annually for informing the public of the accomplishments and needs of the public schools and to secure cooperation and support of the public in meeting those needs. 

Background:  Current Policy IIA: Selection of Instructional Materials has been updated to support the mission and educational objectives of the Meade School District. This policy ensures that all materials align with state and district standards.

Background:  The official enrollment count was Friday, September 27 for the 2024-25 school year.  
 

Background:  Business Manager, Brett Burditt will update the Board on the SD Legislative Audit guidelines for acquisitions, disposals and exchanges.

Background:  A draft of the 2025-26 academic school calendars has been provided for the Board to review.

Background:  A proposal for a gun raffle fundraiser has been submitted by the girls’ soccer coach, and a parent from the boys’ basketball program has also inquired about this type of fundraising opportunity. Currently, there are no established guidelines for such events, including whether and how they should be carried out. After researching practices at other schools, this type of fundraiser has been conducted successfully elsewhere.

Based on this, a gun raffle could serve as a legitimate fundraiser for school activities or booster clubs.

Gun raffle will be done in the following manner:

1. Approval Process: The fundraiser will require approval from both the Activity Director and the Superintendent.
2. Item Location: The gun/item will never be on district property.
3. Promotion and Ticket Sales: A picture of the gun/item may be displayed for promotional purposes, but students will not be exposed to the physical item in any way.
4. Winner’s Delivery: The delivery of the raffle item will be arranged through a Federal Firearms Licensed (FFL) dealer, who will handle the transfer at their licensed location.
5. Ticket Eligibility: Only individuals of legal age (18 years or older) will be permitted to purchase raffle tickets.
6. Item Restrictions: No handguns will be included in the raffle.
7. Legal Compliance: The raffle will adhere to all relevant regulations and guidelines set forth by the State of South Dakota.

Background:  Brian Voight is the appointed delegate for the ASBSD Delegate Assembly; Megan Snyder is the alternate delegate. The ASBSD Delegate Assembly is Friday, November 22, at 1:00 p.m. (CST) in Pierre. Board members will have an opportunity to discuss the legislative resolutions and positions. 

More board members may attend but only the delegate can vote.

Mr. Wormstadt would like to remind everyone that Thanksgiving break will commence on Wednesday, November 27–Friday, November 29. School will resume on Monday, December 2 for students and staff.

The business office and superintendent's office will be closed over Thanksgiving break.

Christmas break will commence on Monday, December 23 and go through Friday, January 3. Classes will resume on Monday, January 6.
