7. Open Forum
Background:
Open Forum is an opportunity for patrons to share their thoughts and concerns. The school board will listen, but no discussion takes place and there will not be board action. Board members may ask clarifying questions. The protocol established for open forum is to provide a time limit of three minutes to share concerns. If a patron would like to have a two-way discussion, they are encouraged to schedule a meeting with the superintendent.
Appropriate and respectful public decorum is expected. Any complaints about school employees should refer to school board Policy KL: Complaint Against School Employee. |

Background:
November Character Trait of the Month is "citizenship," which includes loyalty, patriotism, leadership, public spirit, volunteerism, and respect for authority.

10.b. Approve Technology Bid from Galide, LLC.
Background:
Technology Director, Anthony Eads, is recommending the Board approve the high bid of $117,150.00 from Galide LLC DBA JUSTMAC for the technology surplus items. Bids were opened at 12:30 pm on 10/29/2024 in the presence of Wayne Wormstadt, Brett Burditt and Anthony Eads.

10.c. SBHS East Campus Grazing Lease
Background:
The Lauing's have agreed to extend the lease one year at the same rate of $72.52/pair. Business Manager, Brett Burditt is requesting the Board to consider extending the grazing lease for one more year to Dennis and Doris Lauing.

10.d. 4-H Club Use Agreements
Background:
The SDSU 4-H office has reached out to say they will no longer be issuing Certificates of Insurance for 4-H clubs. SDSU requires SD 4-H Youth Program participants to sign waivers of liability as a condition of participating in the events.
The Hopeful Hooves 4-H Club has submitted a written request to waive the liability insurance requirements to use Atall Elementary to hold their bimonthly club meetings.

10.e. Approve Maintenance Position
Background:
Superintendent, Wayne Wormstadt is requesting Board approval for an additional maintenance position and to help cover staffing shortages in custodial roles.

10.f. Early Resignation Agreement
Background:
Under Section 5.12 of the MEA Negotiated Agreement, the Board will set up an early resignation agreement for certificated staff with a deadline of December 20, 2024, at 4:00 pm. The Superintendent and Human Resources recommend that the district renews with the same parameters that were set in the 2023-24 school year for 2024-25.
This agreement allows the district to receive early resignations, facilitating proactive staffing and recruitment efforts for high-quality candidates, as well as enabling any necessary staffing or program adjustments for the 2025-26 school year in January and February. Last year, the district had four staff members submit requests prior to the deadline.

10.g. Schedule Special Board Meeting for Gavel Training
Background:
A special board meeting will need to be scheduled as ASBSD member services director, Wade Pogany will provide training on the foundations of school board governance and the purpose and scope of school boards.

10.h. December Legislative Round Table
Background:
In previous years, the Board has hosted a legislative round table. The Board and Superintendent's office will schedule a legislative dinner before the December 9 board meeting and invite our area legislators for a discussion and dinner.

10.i. Amend December 9 Board Meeting Start Time
Background:
The legislative dinner and round table is scheduled for Monday, December 9. The start time of the board meeting will need to be amended from 5:30 pm to 6:00 pm to accommodate the Legislative Round Table.

10.j. Reschedule School Board Study Session & Work Retreat and Committee Meetings
Background:
The School Board Study Session & Work Retreat is currently scheduled for Monday, December 30, 2024. The B&G Committee Meeting and Policy Committee Meeting are scheduled for Monday, December 23. These meetings will need to be rescheduled or canceled due to the Christmas Break.

Background:
American Education Week (November 18-22, 2024) is observed in all communities annually for informing the public of the accomplishments and needs of the public schools and to secure cooperation and support of the public in meeting those needs.

Background:
A draft of the 2025-26 academic school calendars has been provided for the Board to review.

12.d. Fundraising
Background:
A proposal for a gun raffle fundraiser has been submitted by the girls’ soccer coach, and a parent from the boys’ basketball program has also inquired about this type of fundraising opportunity. Currently, there are no established guidelines for such events, including whether and how they should be carried out. After researching practices at other schools, this type of fundraiser has been conducted successfully elsewhere.
Based on this, a gun raffle could serve as a legitimate fundraiser for school activities or booster clubs. Gun raffle will be done in the following manner:

12.e. ASBSD Delegate Assembly
Background:
Brian Voight is the appointed delegate for the ASBSD Delegate Assembly; Megan Snyder is the alternate delegate. The ASBSD Delegate Assembly is Friday, November 22, at 1:00 p.m. (CST) in Pierre. Board members will have an opportunity to discuss the legislative resolutions and positions.
More board members may attend but only the delegate can vote. |
12.f. Spearfish CTE Facility Tour Recap
Background:
Superintendent, Wayne Wormstadt will update the Board on the Spearfish CTE facility tour that took place on Monday, November 4.
