5. Conflict of Interest Waivers
Background:
Board members and school administrators/officials need to request a conflict of interest waiver before participating in or voting upon a decision concerning an application in which that member has a direct personal or financial interest.

6. Open Forum
Background:
Open Forum is an opportunity for patrons to share their thoughts and concerns. The school board will listen, but no discussion takes place and there will not be board action. Board members may ask clarifying questions. The protocol established for open forum is to provide a time limit of three minutes to share concerns. If a patron would like to have a two-way discussion, they are encouraged to schedule a meeting with the superintendent.
Appropriate and respectful public decorum is expected. Any complaints about school employees should refer to school board Policy KL: Complaint Against School Employee. |

7. Recognitions

7.a. Character Education Word of the Month
Background:
The Character Education Word of the Month for September is "sportsmanship" which includes equality, justice, taking turns, playing by the rules, and treating all people fairly.

8. Action Items

8.a. Appoint/Select ASBSD Delegates
Background:
At the August board meeting, Megan Snyder and Tim Amdahl expressed interest in serving as the ASBSD delegate and alternate.

8.b. Approve District Creation of 501c3 Foundation
Background:
If the Board chooses to pursue this opportunity, Superintendent Wayne Wormstadt will work with the District’s school attorney to review the program requirements, eligibility, and legal considerations and determine the appropriate course of action for the District.
A foundation with a Scholarship Granting Organization would be able to accept the new $1700 tax credit. The taxpayer could send the $1700 to the IRS or to Meade 46-1 to serve our students. Guidelines will be published soon by the IRS and US Treasury on use of the funds (see attached document). Families apply and to be eligible must have income less than 300% of the Meade County Median Family Income. The Median Family Income for Meade County is $98,000 which means the income limit $294,000 or less to be eligible to receive SGO funds to serve the student. As the District considers moving forward, Board members are asked to begin identifying potential community members who may be willing to serve on the Foundation/SGO Board. 8.c. Special Education Comprehensive Plan
Background:
The Special Education Department is required to annually submit the Special Education Comprehensive Plan to the SD Department of Education.
The 2026 Meade School District Special Education Comprehensive Plan reflects current district policies, procedures, and programs and has been updated to ensure compliance with all applicable state and federal special education requirements.

8.d. Cleanrite Custodial Services Agreement
Background:
Due to the current night-shift custodian vacancy at SBHS, the District is exploring interim custodial support through the existing cleaning contractor.
As an interim measure, Business Manager Brett Burditt will work with Cleanrite Services to determine the cost of adding additional hours to the existing agreement until another night-shift custodian can be hired.

Background:
ASBSD drafted this new policy in response to recent legislative changes. The policy authorizes the School Board, or its designee, to assign a student who is displaying aggressive behavior to an alternate educational setting.

Background:
Below is the unofficial preliminary fall enrollment count taken on Monday,

10.b. 4-Day School Week Committee Update
Background:
The Committee reviewed the latest parent survey results, prepared draft four-day calendars for upcoming school years, and discussed in small groups potential questions to include in a second parent survey.

Preliminary State Assessment results were released to the school district to look for errors. The most common is enrollment dates. The results will be released by the state after any appeals to data are made and resolved. We are hosting Regional ASBSD training for school board members at Stagebarn Middle School on November 4th at 5:30.
