Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. The City of Seward reserves the right to adjust the order of items on this Agenda if necessary and may elect to take action on any of the items listed.

1. Ordinance to Adopt Directed Health Measures Thru May 3, 2020, and Lift Restrictions on Certain Businesses in the City of Seward on May 4, 2020 - City Administrator Butcher

Discussion:
The State of Nebraska will issue new Directed Health Measures (DHM) which will lesson restrictions on businesses such as salons, nail parlors, massage therapy, and tattoo parlors. The new State issued DHMs go into effect for Seward County on May 4. The City of Seward previously enacted Ordinance 2020-22 to restrict these businesses prior to the State mandate. Ordinance 2020-22 was set to expire on May 6th (the date of the prior County wide DHM). Lincoln/Lancaster County will reduce restrictions on these businesses beginning May 11, 2020. To avoid confusion, the Mayor would recommend to align with the May 4th State issued DHM for Seward County, but the Council could choose to align with the Lincoln/Lancaster County date. The administration has prepared the attached ordinance which will keep our current citywide requirements in place thru May 3, 2020 and open businesses on May 4, 2020. Should the Council wish to match Lincoln/Lancaster County, an amendment to the proposed ordinance would be in order.
