Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. 1. Public Hearing - 7:00 P.M. - Preliminary Plat of Seward Rail Campus PUD 1st Addition - Bldg/Zoning & Code Enf Director Tim Dworak

Discussion:
With the acquisition of the additional property in the rail campus, and the installation of the entry boulevard, we are ready to begin the process to divide and plat out additional lots, streets, and final easements. This preliminary plat was developed through input from the Rail Campus Committee and approved unanimously by the Planning and Zoning Commission on June 8, 2020. One of the main elements is the naming of the entry Boulevard as Worthman Boulevard. The creek that runs just south of the Rail Campus is actually a named tributary (Worthman’s Creek). This was discovered by Jake Vasa and City Administrator Butcher upon reviewing old historical maps. William Worthman was a brick maker who owned the brickyard located near the creek for many years (see attached historical write up). Jake Vasa will be on hand to discuss specific elements of the PUD.

Discussion:
The amendment to 410-3.7, Y, 1 Restaurant (drive-through or fast-food) will better define drive-through or fastfood restaurants by adding "ordering boards and drive through windows/lanes" to the description.
Previously omitted from the City of Seward Use Matrix 410 Attachment 1 was the Business Park (BP) zoning districts therefore not allowing "drive-through or fast-food establishments" in these zoning districts. After reviewing the drive-throughs in Seward (January 13, 2020 PC meeting) all "drive-throughs or fast-food" should be designated as Special Use Permitted as to be able to better review compliance with automobile and pedestrian traffic needs.
