Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. The addition of Scooters Coffee is compatible with the Comprehensive Plan, promoting the retail, restaurant and service economy.
Back in June 2020 the City of Seward updated the Unified Land Development Ordinance 410 Attachment 1, City of Seward Use Matrix (Ordinance No. 2020-13). This update created the requirement of a Special Use Permit for Restaurants (drive-through or fast-food) in the CBD (Central Business District). Attached is a copy of the site plan and renderings for the proposed Scooters Coffee detailing the drive-through lane and stacking, the parking lot, and the driveway entrance from 6th St.

The City of Seward Parks and Recreation Department has continued to receive requests from interested citizens to establish a pickleball court in the City of Seward. Pickleball is a sport similar to tennis, played with a paddle (larger than ping pong) and a plastic ball with holes. The court is sized similar to badminton and uses a modified tennis net.
Recently we received a request from Jodi Hughes to establish a pickle ball court with memorial funds established in the name of John Hughes (former City employee) who passed away in the spring of 2020. The most likely location for a pickeball court is the current skate park located in Moffitt park. This is an underutilized location that does not see much use. The Parks and Recreation Department has acquired an estimate to resurface and paint the court for two (2) pickleball courts. The full cost to establish the courts would be $15,850.00. Pickleball is taught in many schools as a game that can be played both indoors or outdoors. It is incredible popular among seniors. The City of Seward currently offers very limited programing to adults and seniors. A pickleball court and associated league for kids, adults, and senior levels may be a way for the City to promote health and activity

Hwy 15 was $47,456.19 over budget based on quantities. The main portion of the additional cost for the turn lanes came from additional asphalt required, as the existing asphalt on Highway 15 was thicker than what was anticipated. The project required matching the existing thickness.

Olsson has submitted a change order for the substation construction project for installing cable and riser pole materials for installation of 15kV temporary power, including riser pole materials - connections, grounding, bushings, jumpers, connections, j-box connections, misc excavation and installation of cable; relocate the 34.5kV j-boxes; remove and replace cable; install additional rock between driveways and around switchgear boxes; and increase the size of boring from 6" to 8". The work had to be completed prior to March 16, 2020 to allow for power to feed the Scoular plant.
