Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. Discussion:
The City of Seward Wastewater Department would like to approve specs and go out for bid on an update to location of the current wastewater treatment plant’s outfall. Current our outfall is located in Plum Creek. To increase capacity, prolong the life of the current facility, and to increase state permitted discharge thresholds, the updated design looks to discharge into the Big Blue River (a larger body of water). The design work was completed by Short Elliott Hendrickson (SEH) Engineers under the direction of Water/Wastewater Superintendent Tim Richtig and City Engineer Mike Oneby. This is a FY 2020-2021 budgeted item.

At the September 1, 2020 City Council budget hearing, the City Council requested the following amendments to the 2020-2021 budget:
- Add 1% COLA for all pay lines -Add $2,000 to Cemetery budget under the Fixed Asset line for two mowers (mower in following year’s budget removed) -Move $60,000 from the current year Dowding Pool budget to 2020-2021 budget for construction of pool heater building (not able to complete in current year) -Move $11,000 from current year Park & Recreation budget to 2020-2021 budget for the Armory Park "Jeep" playground equipment project (equipment will not arrive until after October 1). These changes required amending the budget and republishing the Property Tax Request. The overall effect was a total operating budget exceeding last year's operating budget by -4%.
