Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. The amendment to 410-31.5, Commercial Uses - Convenience Storage will allow the addition of convenience storage to the CBD (Central Business District) as a permitted zoning district. It will define an additional requirement that "enclosed storage units must be contained within an enclosed building structure".
The City of Seward Use Matrix 410 Attachment 1 will be changed to reflect the Central Business District (CBD) as a permitted zoning district for Commercial Uses, Convenience Storage. Convenience storage is defined as: Convenience storage: storage services primarily for personal effects and household goods within enclosed storage areas having individual access, but excluding use of such areas as workshops, hobby shops, manufacturing, or commercial activity. Typical uses include mini-warehousing.

Discussion:
The 2020-2021 approved budget includes the purchase of an electronic time and attendance software system that is compatible with the City's current payroll software. One of the items that needs to be addressed to move forward with the new software is to modify the current rules for compensatory time. While making this modification to the compensatory time section, the City is clarifying some other points that have come up since the last handbook edit.
We would like to move forward with the installation of the new software now. Administration is currently in the process of drafting a revision of the employee handbook in totality. As that draft is not fully prepared at this time, we are requesting this minor edit to the handbook by way of an amendment.
