Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. The City of Seward reserves the right to adjust the order of items on this Agenda if necessary and may elect to take action on any of the items listed.

Discussion:
The vote that took place at the Tuesday, December 1st City Council meeting was a procedural vote to waive the statutory requirement of three readings at three separate meetings. Since that vote failed, we potentially have two more meetings before a vote on the ordinance can take place. Since the Council only meets twice a month, it would be another month before a vote on the ordinance could occur at a regular meeting.
Therefore, I have called a special Council meeting for Thursday December 3 and Friday December 4 at 7 pm. Based on the comments by the Seward Memorial Healthcare System representatives and their plea for help, I feel we as a City owe them an answer sooner than later. Thursday’s special Council meeting will consist of me reading the ordinance title for a second time and then the Council may discuss the ordinance and take another procedural vote on whether to have the third reading at Friday's special Council meeting. If the Council decides not to require a third reading, then a vote on the ordinance will take place. If there is no vote for a third reading or the vote not to have a third reading fails, then at Friday’s special Council meeting, I will read the ordinance title for the third and final time and the Council can then discuss the ordinance and vote on it. There will not be any additional public comments at either of these special Council meetings.
