Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. 3. Discussion and Consideration of Plans and Specifications for New Fire Tanker Truck (Replace Unit 42) and Authorization to Advertise for Bids - Seward Volunteer Fire Department

The Seward Volunteer Fire Department is scheduled and budgeted to replace Unit 42 Tanker Truck. The department has prepared the attached specifications and bid documents. Bids will be accepted until June 1, 2021 at 2:00pm. The item is planned to be financed locally over five (5) years. A motion to approve the specifications and bid documentation would be in order.

4. Consideration of Request for Street Closures/Parade Permit for July 4th Festivities - July 4th Committee

The July 4th Committee is planning for a regular parade route and courthouse festivities. The City is required to submit notice of the parade and closing of the highway to the state NDOT each year. Members of the July 4th Committee will be on hand to discuss the parade, Covid related issues, and other relevant items. A motion to approve the parade route and corresponding resolution would be in order upon discussion.

5. Consideration of a three year lease with Bitti and Sons Ventors LLC (Magical Lights of Seward) for the use of Centennial Park for a holiday lights display - City Administrator Butcher

Discussion:
Upon the successful completion of the 2020 Magical Lights of Seward, Vinny Bittinger has requested a three (3) year lease to provide for a more permanent home for the display. This will allow for long term investment in the show based on the current location. The three (3) year lease also allows for earlier access to the site, moving up the date from November 1st, to October 15th. This change was approved by Public Properties Director Bob Core. The City also met with representatives of the Ag Society and they were very positive about keeping the show for upcoming seasons. They will work with Vinny to ensure traffic is handled correctly. A motion to approve the new three (3) year lease would be in order upon discussion.

6. Discussion and potential action upon quote from Concrete Designs, LLC for replacement of sidewalk brick with stamped colored concrete along the north side of Seward Street from 5th Street to 6th Street - City Administrator Butcher

The City has received numerous complaints and concerns about the status of downtown sidewalks. Business and property owners are concerned about the expense and maintenance of the sidewalks as they relate to the ornate brick which outlines most downtown blocks. The block on the north side of Seward Street across from the Courthouse is in particular disrepair. Items that will need to be considered in the discussion: (1) Should the City continue to utilize the ornate brick sidewalks in downtown? (2) What alternatives would be preferable, stamped concrete or regular concrete? (3) If an alternative were to be considered how is it implemented, property by property or block by block? (4) Who should be responsible for payment of the repairs or changes? (5) Would the City consider a pilot program for one of the alternatives to see how they look and hold up over time? Building Code staff received an estimate for the Seward Street Block for stamped concrete which is included in the packet. Administration and staff are looking for guidance on how to proceed forward to give clear guidance to property owners and businesses as they address the issue.

7. Resolution designating One Handicapped or Disable Parking Space on the South Side of Jackson Street, West of 6th Street (Highway 15) - City Administrator Butcher

Discussion:
At the April 6th City Council meeting Councilmember Hendrix requested a review of ADA/Handicap Parking along Jackson Street near Highway 15. Upon review, staff has recommended an ADA stale be installed on the corner of Jackson and Highway 15 (6th Street), along the south side of Jackson. This will be an 8 foot stall with an 8 foot van accessibility path that will allow for access to the block containing Awe Salon, Hairtrix, the Municipal Building, and numerous businesses along Seward Street between 6th and 7th Street. This would be the fourth ADA stall on the physical block which is the recommended number for a downtown block with parking on all sides. A motion to approve the resolution would be in order upon discussion.

8. Ordinance Amending the Seward Municipal Code Chapter 325 Sewers, Article 6 Sewer Use, Sub-Section 3 Grease, Oil and Sand Interceptors, to Adjust Requirements for Collection and Disposal of Grease - Building Inspections Director Tim Dworak

Discussion:
Pursuant to recent complains regarding the location of grease disposal tanks, the Building Inspections office in conjunction with Water/Wastewater Director Tim Richtig, have developed the updated City Codes. The Code requires for placement of grease tanks upon the premise that is actually creating the grease. Further the ordinance requires records of who is taking the grease and how often it is being emptied. Lastly, the ordinance gives the Water/Wastewater Director the ability to inspect grease traps to ensure they are properly installed and functioning. This inspection system was a recommendation by Olsson during the most recent wastewater master plan. Fats, oils, and greases that are not properly dealt with are some of the largest loadings the current wastewater treatment plant is dealing with and can cause issues and blockage in the wastewater sewers damaging adjacent properties.

9. Consideration of the Letter Agreement for Professional Engineering Services with Short Elliott Hendrickson Inc. for improvements to East Seward Street from current City Limit to Highway 34. - City Administrator Butcher

Discussion:
The City has begun discussions with Seward County to work together on the construction of a hard surface roadway along East Seward Street/Road from the end of the current City Limits to Highway 34 (approximately 2450’). A draft interlocal agreement is currently being reviewed and revised by the County. City Administration recommends having SEH begin the design engineering process to ensure the project could be bid in Fall of 2021 upon approval of an interlocal agreement to cover costs of the project. Estimated engineering costs for the project are projected at $73,750. The project is part of our current City One and Six Year plan.
