Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. The City of Seward was approached by Malt Investments LLC (Tom Thalls) to purchase agricultural grass land behind residences in the Redwood Neighborhood. The property is south of Worthman’s Creek and is not developable for outside commercial or industrial purposes due to its proximity to the creek and accessibility issues. The property could be utilized by the adjacent owners for utility buildings or green space. The property has previously been used for hay. The City would sell the property for $4,000. We will retain an easement for electrical utilities that current exist.

5. Updated Job Description for Deputy Treasurer - City Administrator Butcher

Pursuant to the recommendation of City Administration and Finance Director Nick Wolf, we are converting the Deputy Clerk/Fin Director/Asst. Treasurer to the new title and job description of Deputy Treasurer. This new position will be a transfer from the current Account Clerk III position. This recommendation was put forth to the Personnel Finance and audit Committee in July and recommended for approval. If approved, current Account Clerk III, Julie Moody, would move into this new position. The Council will also consider filling the new Payroll Clerk position as part of the FY2021-2022 Budget process. Finance Director Nick Wolf will be on hand to describe the need for the new positions.

Pursuant to recent title changes, the City’s Comprehensive Pay Plan needs an update, the titles of Deputy Treasurer, Payroll Clerk, Police Captain, and Civic Center Assistant have all been updated in the proposed ordinance. No pay lines or wages were adjusted, just titles.

8. Discussion on Sidewalk Survey and Downtown Sidewalks - Building/Zoning & Code Enforcement Director Dworak

Building Zoning Code Enforcement Director Tim Dworak will be on hand to present findings from the City’s comprehensive sidewalk survey. Over the spring and summer of 2021 City staff reviewed all sidewalks and areas of the City to help facilitate a program or recommendation to fill in sidewalks which current do not exist. Additionally, by determining any sort of program for assistance or funding, this will give downtown property owners better guidance on how to handle sidewalk repairs or changes to areas which currently have ornamental brick inlays.

9. Consideration of an Updated Code of Conduct for the Seward Community Golf Course - City Administrator Butcher

Discussion:
Due to recent issues with outside alcohol being brought on to the golf course, staff had requested specific rules and guidance on how to handle these sorts of situations. The Parks and Recreation Committee recommend that those who bring outside alcohol onto the premise be asked to leave for the day. Administration, with the guidance of the City Attorney, also added the language that no refunds will be given if asked to leave the course or for any temporary or permanent bans due to conduct. If approved staff will specifically note the new rule change and notify the membership.
