Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. 2. East Seward Street Plan Update - City Administrator Butcher

Discussion:
City Administration has been working with residents in and around the neighborhood of East Seward Street, particularly regarding options to resolve traffic concerns between the North Columbia Avenue and Lindell Avenue intersections. The City completed outreach to hear from these residents and received 69 responses before the due date. Attached are the proposed long and short-term routes, cost-analysis for long-term proposals, and neighborhood priorities in resolving the concerns of this area.

4. Creation of the Utilities Locator Position - City Administrator Butcher

Due to an increasing demand for the City to perform 'locates' for ongoing projects, City Administration is requesting the creation of a 'Utilities Locator' position to lessen the workload for current staff. This position will handle all locating requests for Electric, Street and Water/Wastewater.

5. Authorization to Revise Financial Commitment Letter for the Seward Interior Drainage and Pump Station Improvements Project (FEMA-4420-DR-NE-0015) - City Administrator Butcher

As per the request of the Nebraska Emergency Management Agency (NEMA), it is requested the City increase our local share amount to $410,507.50 should the project be awarded from FEMA. These monies will only be expended if FEMA-4420-DR-NE-0015 grant funds are awarded to the City for the 'Seward Interior Drainage and Pump Station Improvements' project.

6. Motion to Rescind Resolution 2022-12, Setting Sewer Rates Based on January & February 2022 Consumption for a 12-Month Period Starting April 1, 2022 - City Administrator Butcher

Approved at the March 15, 2022 Regular Council meeting, Resolution 2022-12 set the 12-month sewer rates (beginning April 1, 2022) based on the average usage for January-February 2022. Upon review of the March bills, City Administration has determined that excluding the March 2022 usage rates into the calculation would actually be to the detriment of a substantial majority of City customers. This motion would rescind Resolution 2022-12 and instead base the 12-month rates on January-March 2022 usage.
