Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. The City of Seward reserves the right to adjust the order of items on this Agenda if necessary and may elect to take action on any of the items listed.

1. Seward Special Olympics Program Discussion - Assistant Recreation Director Bode

Discussion:
For the last 21 years, Ms. Donna Eiting and Louise Warnscholz have graciously led the Seward Special Olympics Program; however, they are seeking a plan for succession and transition of the leadership of the program. Ms. Eiting approached Assistant Recreation Director Bode earlier this spring to discuss an increased City role in the implementation of the Program. Additionally, the Parks and Recreation Board discussed this item at their July 9th meeting. Attached is a description of the current program and an estimate of the existing programmatic needs to be covered. City Administration would like to open discussion on the matter and to determine the City's future role in the program.

2. Consideration of an Agreement with One Billing Solutions to Provide Billing and Collection Services for Rescue Squad and Ambulance Services for the Seward Volunteer Fire Department - Assistant Fire Chief Brumm

Discussion:
The topic of implementation of a policy to bill users of rescue squad and ambulance services was discussed at the June 21st regular meeting. Based on the suggestions of the Council at that meeting, City Administration has now addressed those concerns and is ready for the Council to consider action on a revised billing services agreement with One Billing Solutions. Assistant Chief Brumm will be present to answer any questions.

3. Consideration of a Voluntary Annexation of Lot 1, Knox Addition - Building/Zoning & Code Enf Director Dworak

4. Consideration of a Hazard Mitigation Grant Agreement with the Nebraska Emergency Management Agency (NEMA) for the Seward Interior Drainage and Pump Station Improvements Project and Authorization for Mayor to Sign All Documents - City Administrator Butcher

The City has applied for and received a 75% federal-match ($146,250) for the Pump Station Improvements Project. Council approval is sought to authorize the Mayor to sign an agreement with the Nebarska Emergency Management Agency (NEMA) and to commit the City to the 25% match ($48,750).
