Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. 2. Consideration of a Purchase Agreement for a Property Located at 341 N 6th Street - City Administrator Butcher

Discussion:
In regards to the property for sale at 341 N 6th Street, the Council provided City Attorney Hoffschneider with negotiating authority at the August 2nd Straregy Session. Both parties were in agreement of a $330k purchase price for the property with a closing date of September 30, 2022. Council consideration is requested before the purchase agreement is executed.

4.A. Appointment of Three Representatives to Represent the City of Seward on "The Seward Community Recreation Facilities Committee"

As per the attached interlocal agreement, three designated City of Seward representatives will need to be appointed to the Committee. It is not specific as to whom will need to be appointed, thus it can be a combination of City Councilmembers, the Mayor, City Administration or City Staff as decided by the City Council.

4.B. Approval of the RFP document for Design Services of the Seward Wellness Center

Discussion:
As discussed previously, City Administration is presenting for consideration a draft Request for Proposals (RFP) document for Design Services for the Wellness Center. Design of the Wellness Center will be one of the next steps in constructing the facility; therefore, City Administration hopes to select an architectural firm to undertake these services as soon as possible.

5. Consideration of a Resolution Authorizing the Signing of the Annual Certification of Program Compliance Form for the Nebraska Board of Public Roads Classifications and Standards - City Administrator Butcher

The Nebraska Department of Transportation requires each municipality receiving Highway-user Revenue to adopt a resolution certifying annual program compliance. With approval, City Administration will forward to the designated Street Superintendent for signature before submission to NDOT.

6. Consideration of a Request from the Seward County Chamber & Development Partnership (SCCDP) for the Approval of Special Designated Liquour License Application for the Sale and Consumption of Alcoholic Beverages at the Seward Bandshell on September 25, 2022 - City Administrator Butcher

The Seward County Chamber and Development Partnership has submitted a request to City Administration for use of the Seward bandshell on September 25, 2022. The event will include the sale and consumption of alcoholic beverages; therefore, Council approval is sought to provide permission for use of City property on this date and in this manner.
