Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. Discussion:
At the August 2nd meeting, the City Council approved the implementation of policy to charge customers for rescue squad and ambulance services. The Seward Volunteer Fire Department has worked with One Billing Solutions (provider of billing services) to establish uniform rates based on services rendered, and as such, the resolution tonight would affix those customer fees effective October 1st.

Discussion:
The topic of revising City Code 382-11.1 was broached at the June 7th Council meeting with direction for City Administration to draft an ordinance. A drafted ordinance was presented at the September 6th Council meeting with further guidance to identify restricted streets and requirements for a legal vehicle. Presented tonight is a draft ordinance to incorporate all suggested changes from the September 6th meeting.

Discussion:
In review of the funding to complete the Seward Wastewater Treatment Plant Construction Project, it was identified that moving the occupation tax from 5.0% to 0.0% would serve as a means to increase funding for the project. As such, the ordinance presented tonight would eliminate the occupation tax on sewer utilities as denoted in the approved FY2022-2023 budget.

4. Approve Specifications, Plans, and a Cost Estimate for the Karol Kay Boulevard Box Culvert Improvements Project and Authorize the City to Advertise for Bids - City Engineer Oneby

Discussion:
The City entered into a professional engineering services agreement for the Karol Kay Boulevard Box Culvert Improvements Project with the Schemmer Associates, Inc. following approval at the January 18, 2022 meeting. As such, presented tonight are the deliverables from Schemmer to initiate the process to hire a firm to undertake the construction phase of the project. If approved, the proposals will be due to the City of Seward on Tuesday, October 18th.

5. Request for Approval of the Updated Rules & Regulations for the Civil Service Commission - Chief of Police Peters

Discussion:
The City is currently contemplating hiring procedures as it is set to fill two officer vacancies. In review of the current rules & regulations, Chief Peters has indicated some items he feels will streamline the process and become more attractive to already certified candidates looking to apply. The proposed changes were presented and approved unanimously by the Civil Service Commission at their September 14th meeting. Note: The proposed changes are presented in red.
