Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. The City of Seward has received an offer for a purchase of land located in the Commercial Rail Campus Development Area. During the Strategy Session at the August 2nd meeting, City Attorney Hoffschneider presented the offer and was provided negotiating guidance with no formal action taken by the Council. Presented tonight is a purchase agreement as negotiated between the City of Seward and Hillcrest Evangelical Free Church for the conveyance of land.

At the June 7th Council meeting, the topic of revising the City Code 382-11.1 was presented with City Administration tasked to create a draft City Code that would allow broader use of these vehicles as well as other all-terrain vehicles. On August 12th City Councilmembers were provided a draft of the ordinance presented tonight.

4. Award Community Development Block Grant (CDBG) Downtown Revitalization Program (21DTR011) Forgivable Loans - City Administrator Butcher

Discussion:
The next phase of the CDBG-DTR funds (21DTR011) was awarded to the City of Seward in early 2022 to be distributed to downtown business applicants. Following the revision of the program guidelines, the application due date was April 15, 2022 at 10 AM with a total of 17 applications received. The following applications were approved by the LB840/DTR Committee and have completed the Site Specific Tier II Environmental Evaluation by Kelly Gentrup (SENDD) our CDBG Certified Administrator. These applications were timely filed within the first come-first serve $400,000 initial funding threshold.
