Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. 1. Consideration of the Revised Cemetery Board Rules & Regulations - Cemetery Board Chair

Discussion:
The Cemetery Rules & Regulations have undergone review from the Cemetery Board and are presented for consideration tonight. For specific review will be guidance regarding the opening/closure of the gate on 4th Street on the north side of the Seward Cemetery. Members of the Cemetery Board and City staff will be present to facilitate discussion on the item.

2. Discussion on Future Operations of the City Burn Site - City Administrator Butcher

Discussion:
The City of Seward burn site located along Highway 15 near Rumery Lawn and Landscape has continued to see expanded use over recent years. The site not only serves as a location for dropping of trees and related wood debris, but also for the deposit of compost items such as lawn clippings and leaves. Due to the limited area of the site these to items continue to cause conflict with each other. The burn pile will ignite and then cause the compost pile to catch fire, or the compost pile will self-combust and then catch the burn pile on fire. With current drought and dry conditions this can be extremely dangerous in red flag conditions. The Seward Volunteer Fire Department has had to report numerous times to the site and manage fires. These conditions are not ideal as there is no water main or hydrant in the area to easily access water. This requires the use of water trucks that need to continually fill up to battle any blaze. A number of other items exist as well: the nominal amount we charge commercial users ($100-$200) to dump all commercial tree debris, lawn clippings, and leaves does not cover the cost and time associated with hazards and maintenance; Rumery has developable commercial/industrial land that will not be able to be developed with a fire hazard in close proximity; and lastly, we continue to see illegal dumping on both Rumery property and the burn site itself. This jeopardizes our license form the state of Nebraska to have the site in the first place. We hope to use the discussion at council to provide for some guidance to Administration and staff on how to move forward on possible site changes, regulations, fees, and related items.

3. Consideration of Adding 'Working Out of Classification' Item to Employee Personnel Handbook - City Administrator Butcher

In consideration of compensation for City employees who assume greater responsibilities due to an extended leave of absence of a superior, the attached item describes how an employee could be compensated accordingly. The impetus behind this section is to recognize and reward City employees who are thrust into more responsibilities due to an unforeseen, prolonged absence by a more highly classified employee. If approved, this will be added to the employee handbook.

5. Update on the Wellness Center - City Adminstrator Butcher
