Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. 1. Consideration of a Professional Services Agreement with Davis Design for Design Services related to the Seward Volunteer Fire Department location - Fire Chief Kimsey

Discussion:
With an eye to the future needs of the community, the Seward Volunteer Fire Department is proposing to enter into a services agreement with Davis Design. The firm will conduct a facilities study of the existing facilities and anticipate any future needs including utilization of the vacant lot north of the current station.

2. Consideration of the Speed Bump on E Seward Street - City Administrator Butcher

Discussion:
A petition was submitted to the Mayor and City Administrator on February 28th from the Ridge Run neighborhood to re-consider the placement of a speed bump on E Seward Street between the N Columbia and Lindell cross streets. Mayor Eickmeier may allow for public comment from those wishing to speak with a limit of 5 minutes per speaker.

3. Consideration of a Voluntary Annexation of Part of Lot 1, Block 5, Prairie View Addition and a Portion of Sunflower Avenue (SECOND READING) - Building/Zoning & Code Enf. Director Dworak

Discussion:
Ordinance Number 2023-6, which includes an annexation within the Prairie View Addition, was introduced at the February 21st meeting. As per the state regulations, it will be read at three separate City Council meetings. This reading will serve as the second with the final reading and Council consideration to come at the March 21st meeting.

4. Recommend Christopher Sieck as Manager of Casey's General Store #2730, 2605 Progressive Road, Retail Class D Liquor License - City Clerk Bargmann

Discussion:
Whenever a new corporate manager is proposed for a liquor license holder, the City Council must make a determination to approve or deny the applicant. The proposed corporate manager will manage the local Casey's Class D Liquor License. Upon review, Chief Peters has indicated the Police Department has no objections to the proposed manager.

5. Update on the Wellness Center - City Administrator Butcher

Discussion:
The City received proposals for the project's construction-manager-at-risk on February 17th. Upon review, the review committee recommended interviews of three firms on February 27th. The recommended firm for consideration is Sampson Construction; therefore, the Administration is requesting approval to begin negotiations for an agreement to be presented at a later Council meeting.
