Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. Discussion:
The Seward Arts Council is planning a Summer Music Series at the Seward Bandshell on June 10, July 8, August 12, and September 9th. The event is proposed to include a local concert, food/drink vendors, and artist displays. Since the bandshell is municipal property, the Seward Arts Council is requesting permission to allow for the sale and consumption of alcohol on premises on these dates. Alison Koch will be present to provide an overview of the series.

The proposed ordinance will amend Article 364-1.3 of the City Code related to the accepted location of placement of trees near City streets. With the change in the code, it is hoped to increase the flexibility and clarification related to tree plantings.

5. Consideration of an Agreement with The Schemmer Associates for Preliminary and Final Design Services for the 6th Street - Ash Street to Lincoln Street Watermain Replacement Project - City Engineer Oneby

The proposed agreement will be for preliminary and final design services related to future watermain replacement from Ash Street to Lincoln Street on 6th Street. The project will run in coordination with the Highway 15 replacement project to begin in 2024.

Whenever a new corporate manager is proposed for a liquor license holder, the City Council must make a determination to approve or deny the applicant. The proposed corporate manager will manage the local Walmart Class D Liquor License. Upon review, Chief Peters has indicated the Police Department has no objections to the proposed manager.

7. Update on the Seward Wellness Center - City Administrator Butcher

City Administrator Butcher will provide the latest updates on the Seward Wellness Center project. The City is currently in negotiations for Construction-Manager-At-Risk services with Sampson Construction.
