Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. The Seward County Chamber and Development Partnership has submitted a request to City Administration for use of the Seward bandshell on September 24, 2023. The event will include the sale and consumption of alcoholic beverages; therefore, Council approval is sought to provide permission for use of City property on this date and in this manner.

2. Consideration of an Ordinance to Amend the 'Finance Director/Treasurer' Pay Line - City Administrator Butcher

Discussion:
City Administration has completed two rounds of interviews and has been unsuccessful in securing a new finance director for a number of reasons including workload, limited number of available applicants, and salary. Administration will begin a new round of applications shortly but wanted to get ahead of the planned comparability adjustments that would be recommended to take effect in October, 2023. Thus the current wage line takes the current approximate top salary for the City of York and multiplies and adds 5% to move up to a top salary of $52.50/hour or $109,200 annually. This would make the City of Seward Finance Director the third highest paid in our comparable cities, behind Beatrice at $56.36/hour and Blair at $52.75/hr.

3. Award Community Development Block Grant (CDBG) Downtown Revitalization Program (21DTR011) Forgivable Loans - City Administrator Butcher

Discussion:
The next phase of the CDBG-DTR funds (21DTR011) was awarded to the City of Seward in early 2022 to be distributed to downtown business applicants. Following the revision of the program guidelines, the application due date was April 15, 2022 at 10 AM with a total of 17 applications received. The following application was approved by the LB840/DTR Committee and have completed the Site Specific Tier II Environmental Evaluation by Kelly Gentrup (SENDD) our CDBG Certified Administrator. This application was timely filed within the first come-first serve $400,000 initial funding threshold. The application will be considered at the LB840 meeting prior to the City Council meeting on 6/20/23. The Tier II review has been completed by Kelly Gentrup of SENDD.
