Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. 1. Consideration of a Professional Services Agreement with The Schemmer Associates for Design Engineering Services for the Izaak Walton and Highway 15 Intersection Project - City Engineer Oneby

Discussion:
The proposed project will include design service work related to the re-engineering and reconstruction of the west side of the intersection of Izaak Walton Road and Highway 15. The intersection as currently constructed provides significant hazards, specifically to tractor-trailors, that perform turning movements within this area. The objective of this reconstruction would allow for a safer roadway to all users.

2. Award Three-Year Garbage Collection Bid from Uribe Refuse for Services Provided to City of Seward Facilities - City Clerk Bargmann

Discussion:
On August 18, 2020, the City awarded a three-year garbage service quote from Uribe Refuse to run from 10/1/20 - 9/30/23. As the current quote is set to expire, City Clerk Bargmann sought quotes from the local service providers - Bel-Con, Trash Panda, and Uribe. Uribe was the only submittal; therefore, it is the recommendation from the Administration to use Uribe Refuse for these services from 10/1/23 - 9/30/26.

3. Consideration of an Amendment to the Cooperative Agreement with the Upper Big Blue Natural Resources District for the Seward Hiking and Biking Trail - City Administrator Butcher

Discussion:
The current cooperative agreement between the City of Seward and Upper Big Blue Natural Resources District for the Seward Hiking and Biking Trail is set to expire on June 30, 2023. As such, for consideration is an amendment to the agreement that will extend to June 30, 2027, with no other changes proposed.

4. Award Community Development Block Grant (CDBG) Downtown Revitalization Program (21DTR011) Forgivable Loans - City Administrator Butcher

Discussion:
The next phase of the CDBG-DTR funds (21DTR011) was awarded to the City of Seward in early 2022 to be distributed to downtown business applicants. Following the revision of the program guidelines, the application due date was April 15, 2022 at 10 AM with a total of 17 applications received. The following application was approved by the LB840/DTR Committee and has completed the Site Specific Tier II Environmental Evaluation by Kelly Gentrup (SENDD) our CDBG Certified Administrator. This application was timely filed within the first come-first serve $400,000 initial funding threshold. The application will be considered and approved at the LB840 meeting on 6/28/23. This is the last awarded project to be issued.
