Discussion:
Mayor Eickmeier announced that a copy of the Agenda for this meeting is posted on the north wall of the Municipal Building and copies are available on the north wall where a copy of the Open Meetings Act is also posted for public inspection. He also noted that any citizen wishing to address the Council should come to the podium, state their name and address and limit their comments to five minutes. All remarks should be directed to the Mayor/Chairperson, who will then determine who will make any appropriate response. The City of Seward reserves the right to adjust the order of items on this agenda if necessary and may elect to take action on any of the items listed.

Rationale:
This is an Open Meeting of the Seward Nebraska Governing Body. The City of Seward abides by the Nebraska Open Meetings Act in conducting business. A copy of the Nebraska Open Meetings Act is displayed on the north wall of this meeting room facility as required. Disclosure of meeting recording processes is posted in the Meeting Room. A participant sign-in sheet is available for use by any Citizen addressing the Council. Presenters shall approach the podium, state their name & address for the Clerk’s record and are asked to limit remarks to five minutes. All remarks shall be directed to the Mayor who shall determine by whom any appropriate response shall be made. The City allows for the submital of claims for any citizen who feels the City is liable for damages caused by City operations. Claims may be considered by the Council at the discretion of the Mayor. The following claim was brought for consideration, with the claimant being informed as such. The Mayor may, at his discretion, allow the claimant to speak.

2. Seward Foundation application:

As in past years, the Seward Foundation will consider applications during a spring and fall cycle. One application was submitted for consideration at the August 1st meeting. Donna Hendrickson from SCCDP will be present to provide an overview and answer any questions related to the application. If approved, the application will be forwarded to the Seward Foundation for consideration.

3. Consideration of Quotes from Altec for Capital Assets within the Electric Department to be Included in Future Budget Years - Electric Line Crew Chief Hochstein

Discussion:
Like many other organizations, the City is experiencing significant lead times in the ordering and acquisition of capital assets. The Electric Department is planning for equipment replacement in future years; therefore, Electric Line Crew Chief Hochstein will be present to discuss the budget implications for these future assets. Council is asked to consider the capital quotes and implications to future budget years.

4. Final Acceptance of Prairie View Subdivision - Building/Zoning & Code Enf. Director Dworak

Pursuant to City Code 410-42.7 Notification of Completion and Acceptance by City, completion of improvements to a subdivision must be presented to the City for review and final acceptance. Upon review by City officials, final acceptance of the work at the Prairie View Subdivision is recommended.

5. Acknowledge Receipt of Airport Authority Resolution Requesting Levy Authority for 2023-2024 Fiscal Year - City Clerk Bargmann

Discussion:
Approved by the Seward Airport Authority at their July 24th meeting is a levy amount imposition of $0.0350 per $100 of property value for Fiscal Year 2023-2024. The levy amount applied is unchanged from the previous fiscal year; however, the total amount collected will be increased due to higher property valuations. The Council is requested to formally acknowledge receipt of the FY 2023-2024 levy amount to be imposed by the Airport Authority.
