I. Call to order, roll call, welcome visitors
Discussion:
A meeting of the Construction Manager at Risk Selection Committee of the Board of Education of the Schuyler Community Schools ("Selection Committee") was convened in open
and public session on January 23, 2019, at 5:15 p.m. in the high school music room located at 401 Adam Street, Schuyler, Nebraska, or other designated room of such Schuyler Community School building. The roll was called and the following Selection Committee members were present or absent: Present were, Board members, Brabec, Hernanadez, Misek, Semerad, Vavricek, Dr, Hoesing, Tim Ripp, Don Glodowski, and Seckman. Also present: Derek Aldridge, School District legal counsel, Jeff Chadwick, architect with The Clark Enersen Partners, and Stephen Grammer, high school principal. Notice of the meeting was given in advance by posting in accordance with the Board approved method for giving notice of meetings. Notice of this meeting was given in advance to all members of the Selection Committee. Availability of the agenda was communicated in the posted notice and a current copy of the Agenda was maintained as stated in the posted notice.All proceedings of the Selection Committee, except as may be hereinafter noted, were taken while the convened meeting was open to the attendance of the public. |
II. Acknowledge Open Meeting Laws.
Discussion:
The meeting was duly called to order. Announcement of Open Meetings Act Posting: At the beginning of this meeting, the Chairperson announced and informed the public that a current copy of the Open Meetings Act is posted on the wall of the meeting room.

III. Discuss, consider and take all necessary action with regard to review of proposals received from prospective candidates for the position of Construction Manager at Risk for the proposed additions and renovations to the existing Schuyler Central High School building project; such action may include the development and adoption of procedures for review of the proposals received, the evaluation of the proposals received from the prospective candidates submitting proposals, and selection of prospective finalist candidates to interview for CM@R position.
Discussion:
Review of Proposed Project, Construction Manager at Risk (CM@R) Delivery Method
with Committee and CM@R Selection Process: The Selection Committee reviewed the CM@R construction delivery process and the statutory requirements for the selection of the CM@R for the proposed additions and renovations to the existing Schuyler Central High School building project (the Project). The Selection Committee then discussed the development and adoption of procedures for the review of the proposals received, the evaluation of the proposals received from the prospective candidates submitting proposals, and selection of prospective finalist candidates to interview for CM@R position. The Selection Committee collectively reviewed, discussed, and considered the proposals received on January 21, 2019, from prospective CM@R candidates for the Project. The Selection Committee evaluated each proposal under the selection criteria. Upon completion of such review the Selection Committee members individually scored each of the six (6) submitting firms based upon the selection criteria. Upon discussion by the members by the Selection Committee, a motion was made by member Hernandez to rank the submitting firms based upon their qualifications determined under the selection criteria order of preference as follows: Firm Rank Hausmann Construction, Inc. 1 Bierman Contracting, Inc. / Sampson Construction Co., Inc. 2 B-D Construction, Inc. 3 Kingery Construction Co. 4 Boyd Jones Construction Company 5 Cheever Construction Company 6 Member Glodowski seconded the motion. After discussion and on roll call vote the following members voted as follows: Richard Brabec (Board) X Mynor Hernandez (Board) X Chuck Misek (Board) X Virginia Semerad (Board) X Brian Vavricek (Board) X Dan Hoesing (Administration) X Tim Ripp (Architect) X Don Glodowski (Construction Expert) X Richard Seckman (Resident) X The motion was declared as passed and adopted. The Selection Committee then determined to interview the three top ranked firms, namely, Hausmann Construction, Inc., Bierman Contracting, Inc. / Sampson Construction Co., Inc. and B-D Construction, Inc.; and, thereafter, conducted a blind draw by placing slips of paper with the names of the firms designated as finalists written on an individual slip of paper; the slips of paper were then folded in a manner to hide the name of each firm and placed in a container, and then the slips of paper were drawn from the container by Selection Committee member Glodowski with the first name drawn given the first interview time, and each succeeding firm whose name is drawn given the next interview time in order until all interview times slots were filled. The blind draw resulted in the CM@R finalist firms being provided the following interview times on January 28, 20198: B-D Construction, Inc. January 28, 2019 at 9:00 a.m. Hausmann Construction, Inc. January 28, 2019 at 10:00 a.m. Bierman Contracting / Sampson Construction January 28, 2019 at 11:30 a.m. Upon discussion by the members by the Selection Committee, a motion was made by member Vavricek to call for interviews of the top three ranked firms at the dates and times provided. Member Semerad seconded the motion. The Selection Committee shall reconvene on January 28, 2019, at 8:50 a.m., in the board meeting room located at 401 Adam Street, Schuyler, Nebraska, or other designated room of such Schuyler Community Schools building, to conduct such interviews as deemed appropriate by the Selection Committee and will then deliberate regarding the evaluation of the firms submitting proposals and interviewed for the position of construction manager at risk for the Project, and will prepare findings regarding the results of its evaluation of each firm based upon the selection criteria established in the request for proposals for the Project, and will determine the Selection Committee’s recommendation to the Board of Education of the rankings in order of preference of the submitting and interviewed firms for the position as construction manager at risk for the Project. |
