1. Open Nonpublic IDEA Consultation
Discussion:
Nonpublic IDEA Consultation meeting opened at 8:00 a.m.

2. Child Find
Discussion:
Through the Student Assistant Team (SAT) process, all parties will participate in intervention strategies being used in the classroom for parentally-placed nonpublic school students. Special Education testing may occur if determined appropriate. Results from testing could be shared at an MDT (Multi-disciplinary team meeting). If the student qualifies for special education services an IEP or ESP would be created for them with input from all interested parties.

3. Proportionate Share Calculation
Discussion:
Proportionate share of federal IDEA funds will be calculated by dividing the number of non- public students receiving special education services by the total number of public and non- public school students receiving services. The count will be conducted by the case managers. Resident students will receive FAPE via an IEP regardless of the availability of proportionate share funding. Non-resident students will be assured occupational therapy, physical therapy and speech language services as written in their ESP. After the proportionate share dollars run out, the services would cease. At that time, the family will be directed back to their home district for an IEP. If funds are insufficient or over sufficient additional consultations meetings will be scheduled. ($25,109 for 2021-22)

4. Consultation Process
Discussion:
Nonpublic consultation will operate through the Student Assistant Team (SAT) process; all parties will participate in identification of intervention strategies.

5. Special Education and Related Services
Discussion:
All students who have an IEP are the responsibility of their home districts and will receive FAPE. Boone Central Public School will provide resident IEP services to children with disabilities parentally-placed in a nonpublic school. Non-resident, parentally-placed students will be offered contracted IEP services or ESP services. All non-resident ESP students will receive Occupational, Physical, and/or Speech Language services necessary by Boone Central. Special Education consultation will be provided by special education teachers and special education director from Boone Central Schools. Location of student services will be considered on a case- by-case basis and determined during the consultation process. If it is determined that services will be offered at Boone Central, transportation will be discussed and offered during the consultation process. Boone Central Public School will provide resident IEP services to children with disabilities parentally-placed in a nonpublic school. Non-resident, parentally-placed students will be offered contracted IEP services or ESP services.

6. Services Agreement
Discussion:
If the public school district disagrees with the views of the nonpublic school officials on the provision of services or the types of services, whether provided directly or through a contract, the public school district shall provide to the nonpublic school officials a written explanation of the reasons why the district chose not to provide services directly or through a contract. A written record shall be maintained for consultations regarding the provision of special education and related services.
