3.1. Bromm Updates

Jason and Curt Bromm was present to discuss legislative issues. Session started off better than anticpated. Positive leadership sharing helps the initial beginning of session. Property tax - 33% some would like it less than the 33%. Education Committee is Senator Groene appointed as chair. Senators Brewer, Sen Kolowski, Senator Linnehan, Senator Morefield, Senator Murman, Senator Pansing Brooks, Senator Walz are the other commmittee members. Do not know of vice-chair of committee. The committee has some balance to it. No one person has control over the committee. 256 bills have been dropped to date, 31 have something to do with education. Bromm will be sending a list of bills to Executive Director to share with committee. The last day to drop a bill will be January 23. Expect to have a onslaught on bills dropped the last few days (January 22/23). Thirteen new senators this session. There are lots of property tax bills and education bills, guessing it will come down to one or two bills. Expect major bills to come out of revenue committee. They have not seen any bills that directly affect ESUs. LB 230 - generic language, need to take a look. Teacher/Mentoring Grants - Senator Walz, has to do with school land money. Riepe has an interlocal on land tax. LB 120 - Crawford - changing suicide prevention to mental health training. LB 161 - Erdman - Elminate the Learning Community. Groene - LB 147 Physical Restraint - once removed , teacher agree to place child back in classroom. Hunt - LB 165 Cannot shorten or suspend a kindergarten day. DeBoer - comprehensive study on TEOSA. Trying to pull things out because list is long. NASB Legislative Issues Conference on January 28, they get done around noon - could meet that afternoon at 1:30 PM at Bromm's office.
