Mike Dulaney, Dan Ernst and Kyle McGowen were present to share legislative updates. Thanks the ESUCC/ESU for being a part of the NCSA Coalition. The Governor wants full funding for Core Services/TEOSA. February economic forecast will be bad, they will downward project the tax revenue. This will impact the budget process. Do not know what kind of hits TEOSA will take. We have some commonality with Bromms - ESUCC, ESU 3. NCSA met with Bromms to strengthen the relationship so we continue to work well together. Thursday hearing. LR3CA - Erdmanns - gives everyone a 35% tax credit. This would cut the funding for education as much as 1.2 billion. Governor opposes this bill. LR8CA - Gov. constitution spending cap of 3%. Hearing not yet scheduled. Submitting any written testimony - committees are requiring submission 24 hours in advance. They want this electronic and you must say you want it in the record. Monday - disciplines bills, currently don't involve us. LB147/515 Student discipline. Oppose LB 147 - physical restraint NCSA. They are going to try and show division between teachers and administrators.

3.1.3. Senator Linehan Letter to Commissioner

NCSA Administrators discussed the letter submitted to NDE from Senator Linehan. This is in opposition of the Commissioner supporting the NE Loves Public Schools. Taking shot at Commissioner for letting NDE personnel being a part of the public schools. NCSA will continue to support the cause. Believe there is an effort to pit private and public schools against each other. We are in support of private schools in our state. We need the commissioner to take the lead on this letter for formal records request.

Executive Director shared he was not at the past couple of meetings. ESU 3 Administrator shared some discussion. Continued to discuss all the different versions of property taxes. Discussion of holding budgets to 2 -3 %. Tell your story and go back 3-5 years of what you budget looked like through the budget cuts. Senator Hughes/Erdmann is beginning to discuss cash reserves for schools and ESUs. Can they limit them to cash reserve to help lower property taxes. Looking at upcoming hearing, get people to testify that need.
