October 10, 2016 at 7:30 PM - Board of Education Regular Meeting

This agenda contains a list of subjects known at the time of its distribution.  A copy of the agenda reflecting any changes will be available for public inspection during normal business hours in the District Office.  Except for items of an emergency nature, the agenda shall not be altered later than twenty-four hours before the meeting.  The Board reserves the right to alter the order of items, as it deems necessary.

Information concerning the Open Meeting Law, Chapter 84, Article 14 of Nebraska State Statutes, is posted on the bulletin board in the back of the meeting room.

This is the public’s opportunity to speak to items on the agenda. This is also the public’s opportunity to speak to any topic concerning the school district – since it is not an agenda item the board cannot discuss or take action on the matter at this time. Future discussion can be requested as an agenda item. To be recognized, all participants must complete the Request to Address the Milford Board of Education Form. No complaints regarding specific staff members will be heard during a public meeting. The District has established separate procedures for complaints against individual employees. Items to Point Out:

1. We are still paying some summer items and supplies.  I will point out a few.
2. We will have the payroll number for you on Monday.  Still having issues with our new system.  Tammy has been spending a lot of time with their technicians.
3. Just a reminder that bills to Adell Eichman are for transporting students to Epworth or BEST.
4. Dankers Concrete was for sidewalk repairs by bus barn and tennis courts.  We had trip hazards and bad cracks that created unlevel surfaces.
5. Floors Inc was for carpet in a MS room, some repairs at both buildings and we needed to replace the old vinyl flooring that was in the inside concession stand.  It was beyond repair.
6. $1,000 to Jill Ferguson - Jill is our trainer for our writing curriculum.
7. Oswald bills are from summer and start of the year - wiring and power for security cameras, light switches at the elementary so we have switches by each classroom door, updated wiring in science lab, replaced some technology wiring, updated and added circuits in the lunch rooms as we were tripping circuits, installed new drinking fountains and needed power to them, replaced some worn out exhaust fans in both buildings, had a light pole knocked over in HS parking lot, etc.

The rest seem to be repairs or supplies that are not out of the ordinary.  Call or email with questions.

Mr. Meyer’s Report

Mr. Mowinkel’s Report

1. Last Wednesday, Milford Jr/Sr High School hosted its annual Career and College Access Day for all students in grades 7-12. Throughout the day students were exposed to a career fair, the importance of digital citizenship, college planning, sportsmanship, job interview skills, leadership and various other sessions. This year's keynote speaker was Stacey Flowers who spoke about the happiness factor. Bobby Truhe from KSB Law also hosted a keynote about digital citizenship and importance of proper social media use.
2. The softball placed 2nd at the SNC tournament in Wilber.
3. The boys cross country team placed 2nd at the SNC meet held in Geneva. Individually, five members placed: Zach Danekas fourth place, Aidan Pauley seventh place, Ethan Zegers ninth place, Zach Pauley 11th place, and Devon Reitz 12th place.
4. Two girls placed at the SNC cross country meet: Ashley Kroese was 1st and Hallie Jensen was 8th.
5. The band competed in the Kearney Homecoming Parade scoring 99 out of 100 and taking home top honors on September 24. On October 1, they competed in the Harvest of Harmony parade taking home 3rd place in Class B and 5th overall with over 100 bands competing.
6. The football game with Lincoln Christian has been moved to Friday, October 14 at 3:00 due to facility issues.
7. Three broadcasting students attended the annual StrivTV workshop in Murdock on October 4. Various ideas were shared for improving broadcasts as well as equipment use and broadcast production.
8. Homecoming was a huge success with students actively participating in the various activities throughout the week. The dance was one of the largest in years with over forty out of town dates in addition to a large portion of the MHS student body. Jacob Roth and Alyssa Roth were crowned King and Queen.
9. All seniors attended a college visit on September 14.
10. The Jr/Sr High School staff will have our first PLCs of the year on Friday, October 14. A new format of recording our discussions has been developed which will allow us to look at longitudinal data on a student starting from 7th grade and following them through graduation.
11. Parent/Teacher conferences will be held at the end of the month. Once again this year, parents will receive a progress and process report card for their students which will allow them to see not only their grades but those other factors that play into a student's success but are not typically reported through grades.
12. SNC volleyball will be held at Milford on Tuesday and Thursday, October 18 and 20.
13. FCCLA will be attending cluster in Denver the first weekend of November. Sixteen students and two sponsors will be making the trip.

Dr. Kubicek’s Report

1. Eleventh Grade ACT Assessment: The Nebraska Department of Education has provided updates regarding the ACT spring testing for 11th grade students.If districts choose the paper/pencil option, the ACT must be administered on April 19th, with a makeup date of May 3rd.The results of the assessment will be available to students in their personal profile and can be reported to colleges for application.The results of the 11th grade ACT assessment will also be used in the state accountability model.
2. Fall Testing: Students in grades 3-8 and 11 will be taking the Iowa Test of Basic Skills (ITBS).We have completed testing in 3rd and 4th grade, and plan to have testing in the other grade levels completed by the end of this month.The results of these assessments are reviewed and help guide decisions related to interventions and support for students.

The State Board of Education and Department of Education created and adopted Teacher and Principal Performance Frameworks as the minimum requirements for effective practices for teachers and principals.  This includes an evaluation model for the State.  All school districts must adopt the State's model or create their own that meets or exceeds the State's expectations.

Dr. Kubicek will walk us through our proposed process.  We will also be adopting a couple of changes in our policy.

Attached you will find the proposed Formal Evaluation, Pre Observation Form and our Walkthrough Form.  Dr. Kubicek will demonstrate how this all fits with our TeachPointe program we talked about last month.

The Board of Education reserves the right to enter into Closed/Executive Session for 1) the protection of the public interest, or 2) the prevention of needless injury to the reputation of an individual, and/or the individual has not requested a public meeting. When making a motion to enter into Closed/Executive Session, the member making the motion should be as specific as possible as to the reason(s) for executive session.

The Board President will restate the reason for Closed/Executive Session after the motion has been acted on.
