December 12, 2016 at 7:00 PM - Board of Education Regular Meeting

This agenda contains a list of subjects known at the time of its distribution.  A copy of the agenda reflecting any changes will be available for public inspection during normal business hours in the District Office.  Except for items of an emergency nature, the agenda shall not be altered later than twenty-four hours before the meeting.  The Board reserves the right to alter the order of items, as it deems necessary.

Information concerning the Open Meeting Law, Chapter 84, Article 14 of Nebraska State Statutes, is posted on the bulletin board in the back of the meeting room.

This is the public’s opportunity to speak to items on the agenda. This is also the public’s opportunity to speak to any topic concerning the school district – since it is not an agenda item the board cannot discuss or take action on the matter at this time. Future discussion can be requested as an agenda item. To be recognized, all participants must complete the Request to Address the Milford Board of Education Form. No complaints regarding specific staff members will be heard during a public meeting. The District has established separate procedures for complaints against individual employees. General Fund for $63,998.50
Payroll for $527,311.89
Total $591,310.39

Special Building Fund for $20,156.40.  This is for architect and engineer fees to date with the track/football field project.

1. Dietze Music for $584 is for a keyboard amplifier.
2. Krauter Bosn for $886.40 is for steam coil and boiler repairs.
3. Supplyworks for $1,831.13 is for supplies such as toilet paper, paper towels, soap, and other janitorial supplies.  This also includes a baby changing table for the family bathroom.  We may order a couple more of these for our main bathrooms at the north end. 
4. Houghton Mifflin Harcourt testing bills are for our ITBS scoring.
5. Jan Meehl will be taken out of our ESU bills and will now be paid independently.  She is our Physical Therapist for students on IEPs.
6. $5,642 to Oswald is for updating the electrical panel and adding a new one for the welding booths.  We had some previous circuits that were over the draw rate regulations.  We also had too many pieces of equipment all tied to individual circuits.
7. $493 to Seward County was our share of election costs.

Carlson West Povondra is coming out December 16 to review several items before plans will be finalized.  There are some electrical and technology wiring questions, along with some review of dimensions and space between track and fences, etc.

The meeting is scheduled for 10:00 a.m., but it can be moved to lunch time if that helps members of the building committee.  I will have someone else run my Kiwanis meeting.

At our August meeting, we approved Carlson West Povondra to finalize plans.  Jon will not have any updated numbers for us, so that is why we are wanting to put it out to bid.  We discussed having a motion to do this. I have always felt that moving forward meant we would put it out to bid so we could see actual costs and not just projected costs.

If we want a motion to put the project out to bid, I suggest we do it at this meeting.  I base that on knowing that Jon will not have updated numbers for us, as predicted numbers have not changed.  Our Board policy states that either the Superintendent or Board may solicit bids.  I feel we need to do this as we have the right to accept or reject bids. 

If a motion is wanted by the Board to put it out to bid, I do not want to wait until the 16th as we will need to have a special meeting and pay for advertising for that one item.  We have discussed this many times and I think we know where each Board member stands on the project, so I feel we should get some numbers from contractors. 

If a Board member wants to make a motion, the possible motion would just be to approve Carlson West Povondra to solicit bids for the track/football field remodeling project.  Otherwise, I am just going to have Jon continue with the process.

This is a continuation of last month's report.  The version of the 2017-18 calendar that we have attached includes the changes I mentioned last month.  Those include:

1. October 9th and March 7th, move to full days off for students instead of two-hour late starts.  This allows us to have full-day in-service days instead of the 90 minutes.  This will provide us more time to look at data and student achievement and will provide time for process report cards and many other tasks.
2. I have also added a late start on December 4 for staff in-service.
3. This moves us from 179 scheduled student days to 177.  My only concern is that if we have several snow days or changes in the calendar we may need to extend the school year.  I also feel the time with staff will outweigh any end of the year calendar extension, although come May, staff will forget about the extra in-service time that we had during the year!  Students definitely will not care that we took extra time as a staff to improve their education!!

Just have this on again to see if there are any concerns from the Board of Education before I move forward with staff input.

The Board discussed this item at the last meeting.  If you are ready to compile it and agree on comments you can act on approval tonight.  If not, I will have it on the January meeting as well.

You must notify me by January 15, 2017 if you are not renewing my contract.

The Board of Education reserves the right to enter into Closed/Executive Session for 1) the protection of the public interest, or 2) the prevention of needless injury to the reputation of an individual, and/or the individual has not requested a public meeting. When making a motion to enter into Closed/Executive Session, the member making the motion should be as specific as possible as to the reason(s) for executive session.

The Board President will restate the reason for Closed/Executive Session after the motion has been acted on.
