Public Meeting Minutes: September 12, 2022 at 7:00 PM - Board of Education Regular Meeting

1. Call to Order and Pledge of Allegiance

Discussion:

Board President Desh called the meeting to order at 7:00 p.m.
The Pledge of Allegiance was already conducted during the public hearings earlier in the evening.

2. Announcement of the Open Meetings Act Posting

Discussion:

Board President Desh identified the location of the updated Open Meetings Act Poster on the wall in the meeting room.

3. Staff and Student Presentations and "Excellence in Education" Award Information

Discussion:

Special thanks this month to our CTE teachers: Mr. Michael Jorgensen (Industrial Technology), Mrs. Elizabeth Beach (Agricultural Education), and Ms. Michelle Irvine (Family Consumer Science) for their thoughts and input at tonight's meeting and for the impactful work they put in every day to benefit our students and families.
Additional discussion centered around the goals and vision for each CTE-related content area. Ms. Irvine discussed Family Consumer Science, FCCLA, and Life Skills, in addition to other classroom content and activities. Mrs. Johnson commented on FFA and the importance of agriculture, in addition to other classroom content and activities. Mr. Jorgensen discussed industrial technology-related content such as welding competition opportunities and Skills USA, in addition to other classroom content and activities.
Questions relating to renewable energy, possible equipment needs, classroom and shop area space considerations for our upcoming building expansion projects, and opportunities for students to assist with building projects were also presented.
Please note that any patron, student, or staff member may nominate individuals for the "Excellence in Education" Award.

6.1. Superintendent's Report

Discussion: Superintendent Hart presented the Superintendent's report.

Information related to the proposed district budget and the proposed tax request was presented.
Additional highlights of the Superintendent's Report focused on student, staff, and community kudos, district Activities Committee update, state and federal mandates and required training for staff, updated health department guidance, and student enrollment.
Additionally, a summary of the 6th-grade parent meeting held on Wednesday, September 7th at the high school, a reminder about the upcoming Business Leader meeting on Wednesday, September 14th at the high school, and our upcoming bond and budget-related meetings (to include the Joint Public Hearing in Syracuse on Monday, September 26th) was also discussed.

There is a special board meeting scheduled for Thursday, September 29th at Palmyra High School in the media center to approve the 2022-2023 budget and tax request. This meeting is scheduled to start at 7:00 p.m.

6.2. Administrative Team Report

Discussion:

Highlights of the administrative report included current fall activity participation numbers, parent-teacher conferences coming up on Tuesday, September 20th, student assessment information, and activities planned for the upcoming professional development day on Wednesday, September 21st.

7.1. Budget Committee Meeting

Discussion:

Jay Spearman with Piper Sandler was in attendance at the meeting instead of Bruce Lefler. Mr. Spearman presented information on current bond rates, the bond issuance resolution, the bond issuance timeline, the bond rating process, and anticipated dates for the closing of the current bonds (November 2022).

7.2. Facilities Update

Discussion:

Discussion included the upcoming Special Board meeting scheduled for Monday. September 19th beginning at 6:00 p.m. at Bennet Elementary in the media center.

7.3. Strategic Planning Update

Discussion: Discussion included scheduling a meeting with the Strategic Overview Committee sometime in the near future.

The date and time of that meeting will be a followup discussion at the October regular board meeting.
