1. Mayor Howard's Open Meeting Statement for the Community Development Agency (CDA) and the Regular meeting of the City of St. Paul a. Mayor Howard opens the Community Development Agency (CDA) meeting

2. Discuss - Approve / Deny the Community Redevelopment Revenue Note Series A (Community Development Agency, City of St. Paul) in the amount of $290,000 and Revenue Note Series B in the amount of $424,000 (MAD Development LLC, Dalton Meadows)

3. Mayor Howard closing the Community Development Authority (CDA) meeting and opening the regular City Council meeting.

4. Consent Items: Discuss - Approve / Deny the August, 2016 Treasurer's Report, September 2016 final fiscal year end disbursements, Deputy Clerk Killinger attending the fall NE Planning & Zoning Conference on September 26-27, 2016 in Grand Island, NE and Bill Gregoski attending the Wastewater training in Ord, NE on October 6, 2016 with no fee

5. Discuss - Approve / Deny Michael Feeken as Commissioner to the St. Paul Housing Authority Board. He will be taking the place of expired term of Dan McIntyre

6. Discuss - Approve / Deny Resolution 2016-26 amending Section 1 of Resolution 2016-23; repealing said Section 1 as it was originally passed and adopted (Change from October 1, 2011 to December 15, 2011)

7. Discuss - Introduce Ordinance #967, amending Section 1(a) of Ordinance #963; repealing said Section 1(a) as it was originally passed and adopted and ordering the Ordinance to be published in pamphlet form - Waive the three (3) reading at three (3) different occasions, with a second & roll call - move for final passage with a second & roll call

8. Discuss - Introduce Ordinance 968, amending Ordinance #962; ordering the Ordinance to be published in pamphlet form - Waive the three (3) reading at three (3) different occasions, with a second & roll call - move for final passage with a second & roll call

9. Discuss - Introduce Ordinance 969, providing for the issuance of street and storm sewer bond anticipation Notes, Series 2016, in the principal amount of $1,160,000. This is for the purpose of paying the cost of constructing paving and storm sewer improvement in the City of St. Paul, NE; providing for a paying agent and registrar of the notes; agreeing to issue bonds or other obligations to pay the notes and accrued interest at maturity and ordering the Ordinance to be published in pamphlet form - Waive the three (3) reading at three (3) different occasions, with a second & roll call - move for final passage with a second & roll call

10. Discuss - Approve / Deny Resolution 2016-27 declaring intent under Internal Revenue Code Regulation Section 1.150-2 to provide the incurring indebtedness which may include reimbursement of expenditures through the general fund made by the City in connection with costs of the construction regarding the sanitary sewer, storm sewer and water improvements within the Dalton Meadows Subdivision. The estimate of debt shall not exceed $290,000.

11. Discuss - Introduce Ordinance #970 creating a Water Extension District #2016-1 and Sanitary Sewer Extension District #2016-1 of the City; establishing the outer boundaries of the Districts; designating the size, location and terminal points and referring to the plans and specifications and estimate the Engineer in connection therewith on file with the City Clerk

12. Discuss - Approve / Deny the Proposed Resolution of Necessity 2016-28 where it is advisable and necessary to construct storm sewer improvements designated as Storm Sewer District 2016-1 for Lots 1 through 20, Dalton Meadows Subdivision, which may be financed by the issuance of general obligation bonds

13. Discuss - Approve / Deny Resolution 2016-29 setting the date of October 17, 2016 in considering objections to the passage of the Resolution of Necessity

14. Discuss - Approve / Deny Shayne Bader applying animal waste on Judith Samuelson property west of Taylor Street (Parcel #470860258 - 160 acres)

15. Discuss - Approve / Deny St. Paul Chamber of Commerce funding of $11,000 ($6,000 General & $5,000 Sales Tax)
